Session 8, April 17, 2023
Mayor Robert Benson called the 8th Regular Session of Council to order on Monday, April 17, 2023. Mayor Benson began the meeting with a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Joseph Kammer, Justin Cline, Daniel Rouse, Molly Lehman and Josh Smith. Abby Gallion was excused from the meeting. Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Lisa Paramore of the Stark County Board of Developmental Disabilities, Jim Urbach and Jodi Matics of Bethlehem Township, Jason Kirby and residents Chauni Skirtich and Scott Kirby.
Mr. Smith motioned to approve the minutes of the 7th Regular Session of Council held on April 3, 2023. Mr. Cline seconded. Kammer yes, Rouse yes, Cline yes, Smith yes, Lehman yes. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Lisa Paramore, Communications Manager of the Stark County Board of Developmental Disabilities spoke of the renewal levy on the May 2, 2023 ballot. She explained the levy will supply two-thirds of their budget. They help over seven-hundred individuals in Stark County. That number is expected to increase. She is requesting the support from voters. FINANCE Fiscal Officer Kim Meek-Obed distributed a list of the bills and claims to Council. Ms. Meek-Obed reported she is working to get 2023 entered into the new software program. She said she plans to use the new software to complete payroll on May 2, 2023 and also plans to move forward with direct deposits with the May 16, 2023 payroll. ORDINANCE AND RESOLUTIONS Resolution 2023-12, a resolution authorizing the Ohio Auditor of State to assist with reconciling of the Village’s books of account for 2022. Mr. Smith offered and moved to accept Resolution 2023-12. Ms. Lehman seconded. Smith yes, Rouse yes, Lehman yes, Cline yes, Kammer yes. Five yes votes. Resolution 2023-12 accepted. Ordinance 2-2023, an ordinance enacting Regulation 151.32 Keeping and Raising Chickens within the Village. Ms. Lehman moved to accept Ordinance 2-2023. Mr. Smith seconded. Kammer yes, Cline yes, Smith yes, Lehman yes, Rouse yes. Five yes votes. Motion carried. The first reading was given. SOLICITOR Village Solicitor Attorney Terry Seeberger discussed the maps and legal descriptions that would be necessary for the Kirby Annexation Agreement. Mr. Smith motioned to enter into the Kirby Annexation Agreement substantially as written with Attorney Seeberger’s proposed changes. Ms. Lehman seconded. Smith yes, Lehman yes, Rouse yes, Cline yes, Kammer yes. Five yes votes. Motion carried. MAYOR Mayor Robert Benson said he received a thank letter from students at Fairless High School for the recent donation by the Village for the coffee shop. ADMINISTRATOR Village Administrator Zachary Wisselgren reported he received quotes for a flashing light and street light at the Sterilite/Fohl intersection. He said he spoke with the new software company and they are able to provide projected revenue for new rates. Lastly, he questioned Council if they wanted to move forward with a credit card machine for Village Hall and it was determined to proceed with the machine. MISCELLANIOUS Jodi Matics distributed to Council copies of proposed grant ideas and estimates for the $150,000.00 park grant. Mr. Cline reported the Easter Egg Hunt at Navarre-Bethlehem Park went well. There was a great turn-out and they are already making plans for next year. Ms. Lehman said the last “Coffee with Council” went well. Mr. Kammer was also present. Ms. Lehman said she will share what was discussed with the proper committees. Ms. Lehman also mentioned that with Claudia Anderson retiring, there will not be anyone in the leadership role of VONBA to head up Christmas in the Village. Ms. Lehman asked Council to think about if they want to have a role in Christmas in the Village to continue the event. Mr. Smith said he prepared and distributed the minutes from the Council of the Whole Meeting on April 10, 2023. BILLS AND CLAIMS Ms. Lehman moved to approve bills and claims in the amount of $83,879.98. Mr. Kammer seconded. Smith yes, Cline yes, Kammer yes, Rouse yes, Lehman yes. Five yes votes.
