Session 18, September 18, 2023
Mayor Robert Benson called the 18th Regular Session of Council to order on Monday, September 18, 2023. Mayor Benson began the meeting with a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Carla Carl, Joe Kammer, Justin Cline, Molly Lehman and Josh Smith. Daniel Rouse was excused from the meeting. Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Solicitor Attorney Terry Seeberger, Stark County Commissioner Bill Smith, Clerk of Courts Candidate Mr. Paquelet, Bethlehem Township Fiscal Officer Jody Matics, and Village residents Chauni Skirtich, Andrew Nicewander and Rhonda Nicewander.
Mr. Smith motioned to approve the minutes of the 17th Regular Session of Council held on September 5, 2023. Mr. Cline seconded. Smith yes, Lehman yes, Cline yes, Kammer yes, Carl yes. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Mayor Benson reminded the visitors that the public participation portion of the Council Meeting is set to be five minutes of participation. Mr. Bill Smith advised he is just visiting the meeting to get his name out there. Mr. John Paquelet was attending the meeting to say “hello” and introduce himself, as he is a candidate for the Clerk of Courts. Ms. Nicewander inquired about the property at 212 Park Street in Navarre. She said that the resident is cussing at her every time she comes out of her house. She also reported he is improperly trapping animals. Ms. Matics arrived at 7:35 pm at which time Mayor Benson told her Council had just discussed the issue with the title search. She reported Bethlehem Township unanimously voted no to the title search. Village of Navarre Council members requested the title search be conducted. Ms. Matics obtained Mayor Benson’s signature on his portion of the agreement. FINANCE Fiscal Officer Kim Meek-Obed reported she did payroll this week. She advised she is still working with the State Auditor’s Office on the reconciliation. She said it is a very time-consuming process. Ms. Meek-Obed inquired as to when trick-or-treat will be held in the Village. Council determined it will be held as usual, on the Thursday before Halloween, October 26, 2023 from 6-7 pm. ORDINANCE AND RESOLUTIONS Ordinance 13-2023, an ordinance amending section 76.99 Parking Offense Penalties, was given a third and final reading. Ms. Lehman offered. Ms. Carl seconded Ordinance 13-2023 be placed in final passage. Cline yes, Carl yes, Lehman yes, Kammer yes, Smith yes. Five yes votes. Ordinance 13-2023 duly adopted. Ordinance 14-2023, an ordinance defining the truck route through Navarre, excluding Market, Wooster and Park Streets, Regulation Section 70.21 was given a second reading by title only. Ordinance 15-2023, an ordinance accepting annexation of Blough Avenue SW, to be passed as an emergency. Mr. Smith motioned to adopt Ordinance 15-2023 and declared same to be an emergency. Mr. Kammer seconded. Lehman yes, Cline yes, Kammer yes Carl yes, Smith yes. Five yes votes. Ordinance 15-2023 duly adopted. Mr. Smith motioned for final passage of Ordinance 15-2023 and Mr. Kammer seconded. Kammer yes, Carl yes, Smith yes, Lehman yes. Cline yes. Resolution 2023-30, a resolution authorizing pass-through grant agreement with ODNR. Mr. Smith offered and moved to accept Resolution 2023-30 for the ODNR Grant Agreement. Mr. Cline seconded. Kammer yes, Carl yes, Smith yes, Cline yes, Lehman yes. Five yes votes. Resolution 2023-30 accepted. Village Solicitor Attorney Terry Seeberger spoke on the need for the title search for the ODNR Grant Agreement. Mr. Smith made the motion to accept and sign the contract as is and move forward with the title search. Mr. Kammer seconded. Cline yes, Lehman yes, Kammer yes, Carl yes, Smith yes. Five yes votes. Council approved obtaining the title search. Resolution 2023-31, a resolution authorizing conveyance of sewer service on Blough Avenue Annexation in the amount of $5047.37. Mr. Smith offered and moved to accept Resolution 2023-31. Ms. Lehman seconded. Smith yes, Cline yes, Carl yes, Lehman yes, Kammer yes. Five yes votes. Resolution 2023-31 accepted. SOLICITOR Attorney Seeberger advised that ODOD said they will award the Village $454,000.00 for the Fohl Street Project. MAYOR Mayor Benson mentioned that the Administrator is not present because it is fair week. He said if anyone has questions for the Administrator he can be contacted. Mayor Benson said he received a letter from the Fairless Food Cupboard requesting a donation for the annual toy drive. Mayor Benson said the Village donated $1500.00 to the toy drive last year. Mr. Smith motioned to donate $1500.00 to the Fairless Food Cupboard to be used for the toy drive. Ms. Lehman seconded. Smith yes, Kammer yes, Lehman yes, Carl yes, Cline yes. Five yes votes. Motion carried. POLICE SAFETY Chief Chad Shetler went over the month end report with Council. He mentioned the stabbing that occurred in the Village on Saturday night. He advised Perry Township Police Department is getting ready to release their mobile command unit. MISCELLANEOUS Ms. Carl requested to switch the dates for the October Council Meetings, as she won’t be present at the Council Meeting on October 2, 2023. Dates will remain unchanged. Mr. Kammer questioned if anyone is interested in buying Newt’s Place? Mr. Cline said he knows that one person contacted the realtor about Newt’s Place. Mr. Cline brought up the Car Show that is scheduled for September 24, 2023. He said a few of the Council Members went to the meeting regarding Christmas in the Village. It has been renamed “Navarre Christmas in Bethlehem” and has tentatively been scheduled for November 10th and 11th, with the parade on Friday night. Ms. Lehman said she has made attempts to contact Richard Regula regarding Fohl Street traffic issues. She spoke with Derek Gordon at Stark Parks about the fence behind Nickles and Nickles will be contacted to see if they will share the costs. Ms. Lehman said she will send out letters regarding “Navarre Christmas in Bethlehem”. She would like to speak to Zachary Wisselgren about moving the kiosk at the towpath by the salt bins closer to where people park. Lastly, she reminded everyone that “Coffee with Council” will be Saturday, October 21, 2023 from 9:00-11:00 am at Rise Up Café. Mr. Smith said he will follow-up with the Administrator regarding a number of things. We had a Safety Committee Meeting that was held before the Council Meeting this evening. He stated they are looking into a Flock System, but it has been put on hold until the finances are completed. BILLS AND CLAIMS Mr. Kammer moved to approve bills and claims in the amount of $181,832.89. Ms. Lehman seconded. Lehman yes, Cline yes, Kammer yes, Carl yes, Smith yes. Five yes votes.
