Session 5, March 6, 2023
Mayor Robert Benson called the 5th Regular Session of Council to order on Monday, March 6, 2023. Mayor Benson began the meeting with a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse and Josh Smith. Molly Lehman was excused from the meeting. Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren and residents Sheryl Seward of the Navarre Garden Club and Chauni Skirtich.

Ms. Gallion motioned to approve the minutes of the 4th Regular Session of Council held on February 20, 2023. Mr. Smith seconded. Gallion yes, Kammer yes, Rouse yes, Smith yes. Mr. Cline abstained. Four yes votes. Minutes approved.

PUBLIC PARTICIPATION
Sheryl Seward of the Navarre Garden Club requested permission to plant a permanent tree at Rochester Square, where they had placed the Christmas Tree this past holiday. Mr. Smith motioned to approve and Mr. Cline seconded. Permission granted.

Chauni Skirtich spoke of her concerns regarding a discrepancy between her husband’s W2 and Deferred Compensation statement. Fiscal Officer Kim Meek-Obed was already apprised of the issue by Dan Skirtich and said it is one of numerous issues that she will have to resolve in her position as Fiscal Officer.

FINANCE
Fiscal Officer Kim Meek-Obed distributed to Council a list of the bills and claims. She led with the fact that things are much worse than she even imagined. She briefed Council on what she has tackled in the first week and explained what she still needs to have accomplished before she will be able to provide year end numbers for 2022.

ORDINANCE AND RESOLUTIONS
Ordinance 2-2023, an ordinance establishing truck routes through the Village of Navarre, was given a second reading by title only.

Ordinance 3-2023, an ordinance approving the Fiscal Officer’s residence to be outside of the Village ORC 733.263(D). Mr. Smith moved to accept Ordinance 3-2023. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. The first reading was given.

Resolution 2023-9, a resolution permitting payment of Village bills when or before due. Mr. Smith moved to accept Resolution 2023-9 and Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. The first of three readings was given.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported he and the Village Administrator were able to get the Design Loan Application submitted to the EPA. Attorney Terry Seeberger also added that he believed Fiscal Officer Kim Meek-Obed will do a fine job for the Village.

MAYOR
Mayor Robert Benson said resident Rick Smith called to thank him and Council for the reduced truck traffic on Wooster Street. Mayor Benson also spoke about a compliment he received about Officer Pomesky. It was said that Officer Pomesky committed a great deal of time to talking with a despondent gentleman who he later transported to the crisis center. Mayor Benson said he is proud to have Officer Pomesky representing Navarre Police.

ADMINISTRATOR
Village Administrator Zachary Wisselgren stated the paving project on Canal Street is set to begin on March 20, 2023. He said he felt holding the bid process in October helped Navarre be positioned as one of the first jobs of the year. Mr. Wisselgren said the Village will need to look at the structure of the utility rates in the near future and decide what changes will need to be made in rates and structure. He also presented quotes for the addition of utility/tax software. Mr. Smith motioned to approve the new government accounting/income tax/utility billing software. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion approved.

MISCELLANEOUS
Ms. Gallion expressed a need to have the office personnel cross-trained. Mayor Benson explained this would be an administrative issue rather than Council’s decision. With the recent train accidents, Ms. Gallion said the Village needs to have a disaster plan with Wheeling and Lake Erie Railroad. Mr. Wisselgren suggested checking with Chief Annen at Erie Valley, as they were working on a plan at one time.

Mr. Kammer requested that spaghetti orders to go be placed on the Civic Center sign for the Fohl Church spaghetti dinner.

Mr. Smith reminded Council of the public meeting at the Civic Center on March 13, 2023 at 6:30 to discuss how the ¼% income tax will be used on the streets. He suggested holding a Council of the Whole Meeting on April 10th at 6:30 pm.

BILLS AND CLAIMS
Ms. Gallion moved to approve bills and claims in the amount of $111,375.48. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Bills and claims approved.
