Session, 10 May 15, 2023
Mayor Robert Benson called the 10th Regular Session of Council to order on Monday, May15, 2023. Mayor Benson began the meeting with a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Josh Smith, Molly Lehman, Daniel Rouse, Justin Cline and Joe Kammer. Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Captain Ryan Shanower, Vicki Owen-Merry of the Navarre-Bethlehem Park Board, Fiscal Officer of Bethlehem Township Jody Matics and resident Chauni Skirtich.
Mr. Smith motioned to approve the minutes of the 9th Regular Session of Council held on May 1, 2023. Mr. Kammer seconded. Kammer yes, Rouse yes, Smith yes, Lehman yes, Cline yes. Five yes votes. Minutes approved. POLICE SAFETY The Navarre Police monthly report was distributed to Council prior to the meeting. PUBLIC PARTICIPATION Vicky Owen-Merry of the Navarre-Bethlehem Park Board requested to authorize the expenditure of the $150,000.00 grant received. Mr. Kammer motioned to approve the expenditure of the grant funds and Mr. Cline seconded. Rouse yes, Lehman yes, Smith yes, Kammer yes, Cline yes. Five yes votes. Motion carried. Vicki Owen-Merry also requested that the bleachers formerly purchased by the Flowers’ Foundation be relocated to the Navarre-Bethlehem Park. FIRE SAFETY Captain Ryan Shanover discussed local business activity in the Village. There has been remodel work done at two business locations in the Village, but permits have yet to be filed with the County. Captain Ryan Shanover explained he would like to get some refined training for Ember, the fire safety pup, and asked if the Village would be willing to contribute to the cost of the training. ORDINANCE AND RESOLUTIONS Ordinance 2-2023, an ordinance enacting Regulation 151.32 Keeping and Raising Chickens within the Village, was given a third and final reading. Mr. Smith offered, Ms. Lehman seconded Ordinance 2-2023 be placed in final passage. Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Five yes votes. Ordinance 2-2023 declared duly adopted. Resolution 2023-13, a resolution authorizing partial reimbursement of TIF to Stark Board of Trade LLC. Mr. Smith motioned to accept Resolution 2023-13 and pass as an emergency. Mr. Kammer seconded. Rouse yes, Cline yes, Lehman yes, Kammer yes, Smith yes. Five yes votes. Resolution 2023-13 accepted. Resolution 2023-15, a resolution authorizing the first payment to Northstar Asphalt, Inc. for reconstruction of East Canal Street, to be passed as an emergency. Mr. Smith motioned to approve Resolution 2023-15 and Ms. Lehman seconded. Kammer yes, Smith yes, Lehman yes, Cline yes, Rouse yes. Five yes votes. Resolution 2023-15 accepted. Resolution 2023-16, a resolution authorizing JEDD funds to upgrade the Sterilite/Fohl intersection, to be passed as an emergency. Mr. Smith motioned to approve Resolution 2023-15 and Mr. Cline seconded. Smith yes, Kammer yes, Lehman yes, Cline yes, Rouse yes. Five yes votes. Resolution 2023-16 accepted. Resolution 2023-17, a resolution authorizing submission of NatureWorks grant, to be passed as an emergency. Mr. Smith motioned to approve Resolution 2023-17 and Ms. Lehman seconded. Rouse yes, Smith yes, Cline yes, Lehman yes, Kammer yes. Five yes votes. Resolution 2023-17 accepted. ADMINISTATOR Administrator Zachary Wisselgren said there have been two change orders with the paving project which include curbs at Sarah Circle and a different grate for the catch basins. He said the paving project is set to be completed by the end of June. Gravel has been replaced on Park Street, but he is unsure if the gravel is going to do much to help the problem on Park Street. The EPA was in last week to look at our Asset Management Plan. MISCELLANEOUS Mr. Cline questioned the staggered street lights on Canal Street and was advised to speak to Chief Shetler regarding same. Ms. Lehman reported she will have a draft chicken application ready for the next Council Meeting. Mr. Smith said he has finally heard back from Constellation, the Navarre electric aggregate, and he will post the information shared with him on the Navarre Facebook page and website so that residents can make decisions on same. BILLS AND CLAIMS Mr. Smith moved to approve bills and claims in the amount of $138,460.77. Ms. Lehman seconded. Rouse yes, Cline yes, Kammer yes, Smith yes, Lehman yes. Five yes votes.
