Navarre Council Special Meeting April 7, 2019
Mayor Robert Benson called the Special Session of Council to order on Monday,
April 8, 2019. Members answering roll call were Pat Winkhart, Don Berkey, Randy Hattery, Robin Keith, Daniel Rouse and Derek Netzly. Also present at the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Navarre Village Solicitor Attorney Terry Seeberger, Vice President/General Manager of Hendrickson Trailer Commercial Vehicle Systems Perry Bahr, Vice President of Site Selection Chris Johnson, Stark Development Board CEO/President Ray Hexamer, Hendrickson Trailer Commercial Vehicle Systems Frank Hezoucky, Division Manager of Manufacturing for Hendrickson Trailer Commercial Vehicle Systems Kenneth Sukosd, Navarre Zoning Inspector Jim Neely, Independent Reporter Arezou Vakili and Hunter Rouse.

Perry Bahr stated there was a need for a new manufacturing facility to add capacity to satisfy the growing demand in the business for Hendrickson.

Chris Johnson stated that there has been a lot of work and effort to get to this point. Hendrickson is a world class company.

Mayor Benson read a note from Bob Gessner and a letter from Brewster Mayor Schwab.

The vision that allowed Navarre to acquire the 165 acres of the old County Farm and the work and dedication that permitted Navarre to build the needed infrastructure that led Hendrickson USA to realize that Navarre was the place to locate must be recognized by all. ORDINANCE AND RESOLUTIONS
Ordinance 7-2019, an ordinance approving entering into Job Creation Agreement Navarre Facility, LLC and Hendrickson USA LLC, for development of new parcel 10011395 (OUTLOT 905) to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 7-2019 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 7-2019, Ms. Keith moved, Mr. Berkey seconded rules requiring three separate readings of Ordinance 1-2019 be suspended. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Rules requiring three separate readings suspended.

Ordinance 7-2019, Mr. Netzly moved, Mr. Hattery seconded Ordinance 7-2019 be placed in final passage. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Ordinance 7-2019 duly adopted.

Ordinance 8-2019, an ordinance approving entering into Ohio Enterprise Zone Agreement with Stark County, Ohio, Navarre Facility, LLC, and Hendrickson USA for development of new parcel 10011395 (OUTLOT 905) to be passed as an emergency. Six yes votes. Motion carried. Ordinance accepted.

ADMINISTRATOR
Village Administrator Zachary Wisselgren reported that the park clean-up went well. Over thirty people attended. He gave thanks to all the employees who helped.
