Session 21, November 18, 2019
Mayor Robert Benson called the 21st Regular Session of Council to order on Monday, November 18, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Navarre Zoning Inspector Jim Neely, Massillon Law Director Andrea Scassa and Assistant Law Director Gary Fry, Independent Reporter Eric Poston, Brian Savage of Waypoint Benefit Solutions, Erie Valley Fire Chief Rick Annen and Steven Hamit of The Thrasher Group.

Mr. Netzly moved to approve the minutes of the 20th Regular Session of Council held on November 4, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved.

PUBLIC PARTICIPATION
Steven Hamit reviewed with Council the services that The Thrasher Group provides, engineering, architectural and construction services.

Brian Savage has provided the health insurance coverage to the Village this year. He projected a savings for the Village of $80,000. As of right now it looks like it will be $95,000. He would like to have the opportunity to also cover the vision and dental plans. He made a presentation today to Zack and thanked the Village for our business.

Andrea Scassa of the Massillon Prosecutors Office has been working with the Village for the past year on criminal prosecution matters. Currently their office is assisting the Village with residents who have not filed or paid their taxes. They have met with Jim Neely and will start working on code enforcement for property owners in the Village. They discussed rental property issues with Council. Mr. Netzly motioned and Ms. Winkhart seconded to enter into a one year agreement with the Massillon Law Department for 2020. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried.

SAFETY FIRE
Chief Rick Annen advised he is going to meet with an EMA representative to review a Disaster Plan for the Village. The ISO rating continues to improve for the area, especially with the Water Plant improvements. He also reported that bidding is out for a new tanker truck for the Fire Department.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 19-2019, an ordinance amending Ordinance 1-2019, part-time pay, was given a third and final reading. Mr. Netzly offered, Ms. Keith seconded Ordinance 19-2019 be placed in final passage. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Ordinance 19-2019 declared duly adopted.

Ordinance 20-2019, an ordinance amending Ordinance 4-2018, water service rates, was given a third and final reading. Ms. Winkhart offered, Ms. Urbach seconded Ordinance 20-2019 be placed in final passage. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Ordinance 20-2019 declared duly adopted.

Ordinance 22-2019, an ordinance amending Sections 90.16 and 95.52 (C) and enacting new Section 93.95 of Village Regulations, was given a third and final reading. Mr. Berkey offered, Mr. Rouse seconded Ordinance 22-2019 be placed in final passage. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Ordinance 22-2019 declared duly adopted.

SOLICITOR
Navarre Village Solicitor Attorney Terry Seeberger reported he is waiting on a response in regards to the Tax Increment Finance Agreement. He also advised we will need to update the Clean Water Plan as the Sterilite Street Project continues. He praised the job Mr. Neely is doing and said it will be nice to have the Prosecutor’s help in enacting the Property Maintenance Code.

MAYOR
Mayor Benson read the proclamation of the Village of Navarre’s appreciation and recognition of the 100th year of Western Stark County’s YMCA and its community programs.

“Whereas: It is among the responsibilities and privileges of the Mayor of the Village of Navarre to recognize occasions of outstanding significance, and

Whereas: In 1919 the YPCA (Young Peoples Christian Association) transitioned into the Western Stark County YMCA and was incorporated, and

Whereas: Wester Stark County YMCA celebrated their 100 years incorporation this past September, and

Whereas: In February 22,1925 the new YMCA in Massillon was dedicated, and

Whereas: In 2002 The YMCA of Massillon officially became the YMCA of Western Stark County, and

Whereas: In 2006 The Towpath Trail YMCA opened in Navarre, the first new branch since 1925, and

Whereas: The Y is a powerful association of men, women and children from all walks of life joined together by a shared passion: to strengthen the foundations of community. With a focus on Youth Development, Healthy Living and Social Responsibility; the Y nurtures the potential of every youth and teen, improves the nation's health and well-being and provides opportunities to give back and support neighbors.

Therefore, I Robert L. Benson, Mayor of the Village of Navarre wish to join the entire community in celebrating the 100th year of the incorporation of Western Stark County YMCA and Proclaim;

ZONING
Village Zoning Inspector Jim Neely advised he would like to proceed with prosecution for the 19 Canal Street East property. His next actions will be with the feed mill, Park Street properties, Ohio Street properties and the Basin Street property.

STREETS AND ALLEYS
Leaf season has three more weeks and then leaves should be bagged and set out at the curb.

UTILITIES
The water line for Hendrickson has been completed. The Fire Department will perform a flow test.

A water leak on Oakbrook Street has been fixed.

Annual maintenance is being done at the Sewer Department as the clarifiers have been cleaned.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

Ten bids were opened for the Sterilite Street extension project. The engineer will review for specifications.

The Booster Station is moving along. Work is being done with an electric company to bring service to the park.

Ms. Winkhart reported that the Christmas in the Village parade went well. She also mentioned that there are some holes where tree stumps have been ground that need to be filled in. She questioned when the hydrants will be flushed.

Ms. Urbach reported that Bethlehem Township has received notice that they have been awarded a Nature Works Grant for $85,486.00. She gave thanks to Debbie Lehman for her work in writing the grant. She said the Park Board will review which equipment will be replaced. Mr. Netzly requested that anything that was an Eagle Scout project be left in the park.
Ms. Keith advised that two holes need filled at the Elton Street Bridge.

Mr. Netzly said an ad needs to be publicized for the vacant Council seat stating that letters of interest will be accepted until December 6, 2019.


BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $42,305.83. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved.
