Session 18, October 7, 2019

Mayor Robert Benson called the 18th Regular Session of Council to order on Monday, October 7, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith and President Pro Temp Derek Netzly. Daniel Rouse was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Zoning Inspector Jim Neely and Independent Reporter Eric Poston.

Mr. Netzly moved to approve the minutes of the 17th Regular Session of Council held on September 16, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Netzly yes. Five yes votes. Minutes approved.

SAFETY POLICE
The September police report and speed sign report was distributed to Council.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, the
September financial statements and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 15-2019, an ordinance repealing Section 97.99 to clarify penalties under Chapter 97, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 15-2019 and declared same to be an emergency. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted.

Ordinance 16-2019, an ordinance clarifying language of Sec. 98.01 about leaving junk vehicles uncovered, as requested per the police chief, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 16-2019 and declared same to be an emergency. Ms. Urbach seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted.

Ordinance 17-2019, an ordinance enacting a tax compensation formula between the Village of Navarre, Perry Local Schools and Hendrickson to compensate Perry Local Schools for the lost property tax from the Hendrickson abatement, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 17-2019 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Berkey yes,
Urbach yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted.


MAYOR
Mayor Benson read the following statement: “The tribute given to Korean Prisoner of War Army Sgt. Vernon Judd was very appropriate and inspiring. It was a pleasure speaking with the Judd family members and getting their personal feelings and
reactions. The tribute given to Sgt. Judd’s return is the whole-hearted expression of feelings shared by all Americans toward the Military’s Missing in Action personnel; the valiant souls that have been left behind. We are blessed to have Sgt. Vernon Judd home. Our hearts go out to the families that have not been blessed by having their loved one come home, may they never be forgotten. We honor all who have given their all while defending our “UNDER GOD” American Freedoms.”

Mayor Benson advised the police would like some volunteers for the Christmas in the Village Parade. R.E.A.C.T. will no longer be used in the Village.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

There was a discussion regarding part-time employee pay rates and the difficulty getting the part-time positions filled. Council decided to raise the rate of pay for part-time employees from $11.50 per hour to $13.50 per hour effective January 1, 2020. Council also increased the rate of auxiliary police pay from $14.00 an hour to $16.00 per hour.

Council discussed needed road repairs.

Mr. Berkey stated that lights are needed in the parking lot at the police station.

Ms. Urbach reported that the Park Golf Outing was a success.

Ms. Keith said she would like the Village to make a memorial donation in memory of Eldon Surbey. She also made mention of the Fire Department open house on October 19th and commented that it would be nice is surrounding neighbors would clean up their yards.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $57,995.54. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Netzly yes. Five yes votes. Bills and claims approved.
