Session 20, November 4, 2019
Mayor Robert Benson called the 20th Regular Session of Council to order on Monday, November 4, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Navarre Zoning Inspector Jim Neely and Independent Reporter Eric Poston.
Mr. Netzly moved to approve the minutes of the 19th Regular Session of Council held on October 21, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved. SAFETY POLICE Navarre Police Department monthly report was distributed to Council. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, October financial statements and the bills and claims. ORDINANCE AND RESOLUTIONS Ordinance 19-2019, an ordinance amending Ordinance 1-2019, part-time pay, was given a second reading by title only. Ordinance 20-2019, an ordinance amending Ordinance 4-2018, water service rates, was given a second reading by title only. Ordinance 21-2019, an ordinance amending Regulation 50.01, sewer service rates, was given a second reading by title only. Ordinance 22-2019, an ordinance amending Sections 90.16 and 95.52 (C) and enacting new Section 93.95 of Village Regulations, was given a second reading by title only. SOLICITOR Navarre Village Solicitor Attorney Terry Seeberger reported that the Massillon Law Director sent him a resolution for prosecution services for 2020. He also advised that he is working with the Stark Development Board on a tax increment financial agreement. He stated the agreement needs to be consistent with the Ohio Revised Code. Attorney Terry Seeberger also said he is preparing an ordinance for infrastructure work in Prospect Park. ZONING Village Zoning Inspector Jim Neely requested Attorney Terry Seeberger ask the Prosecutor’s Office about the property at 19 Canal Street. He said the last correspondence was six weeks ago. MAYOR Mayor Benson stated he received a request from David Maley, the Economic Development Director of Massillon, to meet with our Zoning Inspector and the Business/Zoning Committee. MISCELLANEOUS Ms. Winkhart reminded everyone to vote tomorrow and mentioned that Christmas in the Village is this weekend. She also reported the Night of Hope was a success. Ms. Keith reported there are two massive holes by the bridge on Wooster Street that need fixed. Ms. Keith also questioned why more couldn’t be done to get property owners to follow the Property Maintenance Code. She said nothing is getting done. Attorney Terry Seeberger advised he will follow up with the Massillon Prosecutor’s Office. BILLS AND CLAIMS Ms. Keith moved to approve bills and claims in the amount of $146,695.21. Ms. Urbach seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved. Mr. Berkey moved. Mr. Netzly seconded to adjourn the meeting.
