Session 13, July 1, 2019

Mayor Robert Benson called the 13th Regular Session of Council to order on Monday, July 1, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Robin Keith, Daniel Rouse and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Zoning Inspector Jim Neely, Independent Reporter Eric Poston, Tom and Jane Friedrichsen and Michelle Ward.

Ms. Keith moved to approve the minutes of the 12th Regular Session of Council held on June 17, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Minutes approved.

Council President Pro Temp Derek Netzly reported that three applications were received for the vacant Council seat and that all three were phenomenal. Mr. Netzly motioned to appoint Liz Urbach to the vacant Council seat. Mr. Berkey seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Motion carried. Oath of Office for the new member will be held at the July 15th Council Meeting.

PUBLIC PARTICIPATION
Tom Friedrichsen presented Council with pictures and a diagram showing a blind spot on an unnamed alley off of Wooster Street. He requested the placement of a convex mirror to help with visibility. Ms. Winkhart motioned to have the administrator buy the convex mirror. Ms. Keith seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Motion carried.

FINANCE
Clerk-Treasurer Anne Johnson gave council the June financial statements, the bills and claims and a copy of today’s check register.

ORDINANCE AND RESOLUTIONS
Ordinance 12-2019, an ordinance adopting and enacting 2019 Ohio Basic Code and supplement to. Mr. Netzly moved to accept Ordinance 12-2019. Mr. Rouse seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Motion carried. The first reading was given.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that he and Mr. Neely are going to the Massillon Prosecutor’s Office to discuss prosecutions for a few properties in the Village.

Attorney Terry Seeberger also reported that there is interest in the area to put up cell phone towers. He advised we have no regulations in the Zoning Code regarding same. Ms. Winkhart motioned and Mr. Netzly seconded the request to have Attorney Terry Seeberger prepare an ordinance creating regulations for cell phone towers. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Motion carried.

MAYOR
Mayor Benson sheared open house information for Lifecare Family Health, a non-profit in which Kay Seeburger is the executive director. Lifecare Family Health treats the under-served in the community.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported the first mosquito spraying in the Village has been rescheduled for tonight.

Village Administrator Zachary Wisselgren stated that 76.38 tons of street sweepings have been hauled to the landfill.

Village Administrator Zachary Wisselgren advised that employees of Bethlehem Township mowed various spots in the Village.

UTILITIES
Village Administrator Zachary Wisselgren reported that clarifiers and chlorine contact tanks have been cleaned at the Waste Water Treatment Plant.

Village Administrator Zachary Wisselgren also reported the Consumer Confidence Report has been distributed to residents.

Village Administrator Zachary Wisselgren advised that the requested work has been completed at Navarre-Bethlehem Park. The water fountain is now working at the Civic Center and that signs have been ordered for the Village trucks.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

Ms. Winkhart said she has received complaints about Allman Court, Bethlehem Court and Define Court.

Mr. Berkey questioned if the plaque would remain at the old Navarre Fire Department Station and it was determined that it would remain there.

Mr. Berkey reported that a tree in front of the apartments on Park Street looks dead.

Mr. Berkey also reported that he is bothered by dumpster with advertisement on it that is sitting on State Route 21. Mr. Neely advised he will make a call regarding same.

Ms. Keith advised that Moyers needs to be more careful when mowing at the cemetery.

Mr. Rouse reminded everyone of movie event to be held at Navarre-Bethlehem Park on July 5th at 7:00 pm.

Mr. Netzly said the front of Village Hall needs power washed. He also stated that new railings are needed out front of Village Hall and that the concrete needs repaired.

Mr. Netzly reported receiving complaints about Bender Street.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $43,762.59. Ms. Keith seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Bills and claims approved.
