Session 23, December 16, 2019
Mayor Robert Benson called the 23rd Regular Session of Council to order on Monday, December 16, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Liz Urbach, Robin Keith, Daniel Rouse and President Pro Temp Derek Netzly. Don Berkey was excused. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Navarre Zoning Inspector Jim Neely and Independent Reporter Eric Poston.
Ms. Keith moved to approve the minutes of the 22nd Regular Session of Council held on December 2, 2019. Ms. Urbach seconded. Winkhart yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Minutes approved. Mr. Netzly moved to approve the minutes of the Special Session of Council held on December 9, 2019. Mr. Rouse seconded. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims. ORDINANCE AND RESOLUTIONS Ordinance 27-2019, an ordinance enacting new sections 90.01-90.04 of Village Regulations, regarding animals at large, was given a second reading by title only. Ordinance 28-2019, an ordinance request for Additional Amended Certificate, Stark County Auditor, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 28-2019 and declared same to be an emergency. Mr. Rouse seconded. Winkhart yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Mr. Netzly offered and moved to accept Resolution 2019-9. Ms. Keith seconded. Winkhart yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Five yes votes. Resolution 2019-9 accepted. MAYOR Mayor Benson requested Council’s consent to sign RED Center Police Dispatch Services for 2020 in the amount of $21,340. Ms. Winkhart motioned to approve and Mr. Netzly seconded. Winkhart yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Motion carried. Mayor Benson extended gratitude to Council Member Robin Keith for her very soon concluded term on our Village Council. He said she was energetic and concerned with issues and helped guide Council’s direction. He said she would be missed. He and Council wished her the best. Mayor Benson said he and Council, with regret, accept Council Member Don Berkey’s resignation, due to him moving out of Navarre. Mayor Benson said Mr. Berkey has been a respected Councilman in the past along with these last two years. Mayor Benson said Don Berkey’s input on matters brought before Council has been constructive in Council’s execution. Councilman Berkey is currently in the hospital. Our prayers are with Don Berkey for a good recovery and we wish him and his wife Nancy our best wishes in their new home. Mayor Benson expressed that he and his wife Patsy wish Council and Village employees a blessed Christmas and best wishes for the New Year. Mayor Benson reported that Erie Valley Fire and Rescue will begin twenty-four hour coverage sometime after the first of the year. It is expected that there will be nine-hundred calls by the end of the year. SAFETY POLICE The November Police Department Activity Report was distributed to Council. ZONING Village Zoning Inspector Jim Neely advised the last written communication with Jim Manely was dated September 2018. Council recommended sending him one more written notice before going to the Prosecutor. The Property Maintenance Committee would like to start meeting with the Zoning Inspector. MISCELLANEOUS Mayor Benson read Mr. Berkey’s letter of resignation: “Village Council Members, With regret, I will be resigning on December 31, 2019. It has been a pleasure serving for the past fourteen years. The people of Navarre have been enjoyable to serve. Merry Christmas and the best to you all in 2020, Donald L. Berkey” Mayor Benson advised the Swearing In Ceremony will be held on January 1, 2020 at 4:00 pm. Ms. Winkhart thanked the Mayor for hosting the Holiday Dinner on Friday and she said it has been a pleasure working with Ms. Keith. She wished everyone a Merry Christmas. Ms. Urbach said she will miss working with Mr. Berkey and Ms. Keith. She informed Council about Peace for Pets, a nonprofit group that traps and neuters feral cats. Ms. Keith said it has been a very interesting four years and advised she will be back! She wished everyone a Merry Christmas and Happy New Year. Mr. Rouse thanked Mayor Benson for the Holiday Dinner. He also thanked Ms. Keith, Mr. Neely, Attorney Terry Seeberger, Mayor Benson and Anne Johnson for doing a good job and wished all a Merry Christmas. Mr. Netzly gave thanks to Ms. Keith for her four years of service. He also gave thanks to Mr. Berkey and hoped for a speedy recovery for Mr. Berkey. He wished the employees and residents a Merry Christmas. He advised the two new Council Members will be appointed at the next Council Meeting on January 6, 2020.
