Session 9, May 6, 2019
Mayor Robert Benson called the 9th Regular Session of Council to order on Monday, May 6, 2019. Council of the Whole met prior to the Council Meeting at 6:00 pm. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Randy Hattery, Robin Keith and Derek Netzly. Daniel Rouse was excused from the meeting. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Captain Ryan Shanower, Erie Valley Fire and Rescue Lieutenant Shyloah Rogers, Navarre Police Captain Chad Shetler, Navarre Zoning Inspector Jim Neely, Independent Reporter Eric Poston, Massillon Municipal judge Candidate Andy Ginella, Victoria Kilgore and Debbie Lehman.

Mayor Benson introduced Independent Reporter Eric Poston.

Ms. Keith moved to approve the minutes of the 8th Regular Session of Council held on April 15, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Minutes approved.

PUBLIC PARTICIPATION
Debbie Lehman is working on the Navarre-Bethlehem Park Grant and she will run it through Bethlehem Township. The park equipment that would be purchased with the grant money would accommodate handicapped children.

Andy Ginella reported that Pizza Oven has bought the Mexican restaurant property on Erie Avenue.

SAFETY POLICE
Police Captain Chad Shetler reported that two cruisers are down.

Police Captain Chad Shetler advised the police are working with the zoning inspector and Massillon Prosecutor’s Office to get the business owners that are out of compliance charged.

Coffee with Navarre Police Officer Matt Amendola will be held tomorrow at Anderson’s.

Police Captain Chad Shetler said that work is being done on the new police station.

Police Captain Chad Shetler reported that the ATM located at the new police station is set to be removed on May 28, 2019. The new police station will have a secured 24-hour lobby.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reviewed the ordinances with council.

ORDINANCE AND RESOLUTIONS
Ordinance 6-2019, an ordinance restricting blowing snow and grass onto the streets or neighboring properties, was given a third and final reading. Ms. Winkhart motioned to approve Ordinance 6-2019. Mr. Netzly seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance 6-2018 duly adopted.

Ordinance 9-2019, an ordinance replacing Chapter 76 of Municipal Regulations, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 9-2019 and declared same to be an emergency. Mr. Hattery seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted.

MAYOR
Mayor Robert Benson spoke of gratitude for Zola Smeyres and her years of service and dedication to the Village. He expressed that Navarre appreciates not only the years she served on the Cemetery Board, but also the years she served on the Navarre Planning Commission. We wish her the best with gratitude and love.

Mayor Benson appointed Mary Mackey to the Navarre Cemetery Board as Zola Smeyres replacement.

Mayor Benson proclaimed May as Motorcycle Awareness Month and asked that all drivers “look twice for motorcycles” and he read from a proclamation.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported that Ohio Street has been paved and tomorrow they will be working on Canal Street by the bakery docks.

UTILITIES
Village Administrator Zachary Wisselgren reported that bids will be opened on Wednesday for the Booster Station at the industrial park.

Village Administrator Zachary Wisselgren advised of repairs currently being done to the sludge press at the Waste Water Treatment Plant.
MISCELLANEOUS
The next street sweep in the Village is scheduled for May 22, 2019.

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

Estimates were received to remove eight trees in the Village and for replacement of the door at the Civic Center.

Village Administrator Zachary Wisselgren advised he is working with Stark Development on a Job Ready Site Grant for a roads, storm sewers and curbs at the industrial park.

Ms. Winkhart reminded that tomorrow is Election Day. She also advised the speaker scheduled for Memorial Day will be veteran, Doctor Roger Hamm.

Ms. Winkhart reported the Street Committee met with Tom Manely on his parking issue.

Mr. Hattery advised his is working with Lowes to have work done at the Civic Center and for a refrigerator donation for the Civic Center.

Mr. Hattery suggested a notice be constructed regarding throwing snow or grass into the streets, sidewalks or neighboring properties to put in with the water bills.
