Session 14, July 15, 2019


Mayor Robert Benson called the 14th Regular Session of Council to order on Monday, July 15, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Mayor Benson swore in Liz Urbach with the Oath of Office as the new council member filling the vacant seat. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Zoning Inspector Jim Neely and Independent Reporter Eric Poston.

Mr. Netzly moved to approve the minutes of the 13th Regular Session of Council held on July 1, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Ms. Urbach abstained. Five yes votes. Minutes approved.

SAFETY POLICE
The monthly police report was distributed to Council. Mayor Benson relayed from Chief Albaugh that the curfew of 10:00 pm is being strictly enforced. Chief Albaugh also reported that all of the garbage haulers have registered with the Village.
Police Chief Albaugh also reported that Officers are speaking with residents when they see grass mowed into the streets. Police Chief Albaugh is urging residents to call the Navarre Police Department when there is problem, rather than posting it on Facebook.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims.

The Insurance Committee reviewed the two proposals received and Mr. Netzly motioned, Ms. Keith seconded, to accept the proposal from Wichert Insurance in the amount of $29,017.00. Winkhart yes, Berkey yes, Keith yes, Rouse yes, Netzly yes. Ms. Urbach abstained. Five yes votes. Motion carried.

SOLICITOR
Village Solicitor Attorney Terry presented Council with an ordinance regulating cell phone towers, since the Village does not have an ordinance regarding same in place. The Zoning Inspector has received a couple inquiries regarding same.

ORDINANCE AND RESOLUTIONS
Ordinance 12-2019, an ordinance adopting and enacting 2019 Ohio Basic Code and supplement to was given a second reading by title only.

Ordinance 13-2019, an ordinance enacting Regulation 151.54 Cell Tower Placement and Construction. Mr. Netzly moved to accept Ordinance 13-2019. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren advised that mosquito spraying in the Village is scheduled for tonight. He also stated the next street sweeping in the Village is scheduled for July 24th. Also, he reported that the storm sewer line being installed on Basin Street is nearly complete.


UTILITIES
Village Administrator Zachary Wisselgren advised that the Chlorine Contact Tanks at the Waste Water Treatment Plant have been cleaned. He reported that water meters in the Village will be read this week and that the Booster Station at the Industrial Park is scheduled to be delivered at the end of October.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

Mr. Neely reported that he is working with the owner of 123 and 239 Park Street NW. A contractor is set to start work this week. Also, the owners of Canal Street Pub plan to begin repairs. Attorney Terry Seeberger advised the Prosecutor’s Office would like to keep moving forward in contacting more property owners as work gets started.

Mr. Berkey inquired about the need for employees to wear safety glasses.

Ms. Urbach would like to help update the Village website. Mr. Berkey motioned and Ms. Keith seconded Ms. Urbach creating a Facebook page for the Village. Ms. Urbach also mentioned that the water fountain, located at Navarre-Bethlehem Park, is out of order. She reported the next Movie Night in the Park has been canceled due to lack of interest.

Mr. Rouse questioned if there is a conflict of interest that he and Ms. Urbach are on the Park Board. Mayor Benson responded that Mr. Rouse is the Village representative and that Ms. Urbach is the Bethlehem Township representative.

Mr. Rouse reported and unlicensed motor home at 260 Jacob Street NE and that the yard at same property is a mess.

Mr. Netzly advised he received a complaint regarding weeds on Sisterhen Alley and that the old Township Building needs painted.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $31,206.90. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved.
