Session 15, August 16, 2021
Mayor Benson called the 15th Regular Session of Council to order on Monday, August 16, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Joe Kammer, Justin Cline, Daniel Rouse, Joshua Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Acting Interim Police Chief Chad Shetler, Chase Gordon, Kristina Gordon and Ken Koher. Josh Smith was in attendance via Zoom.

Ms. Winkhart moved to approve the minutes of the 14th Session of Council held on August 2, 2021. Mr. Netzly seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved.

PUBLIC PARTICIPATION
Ken Koher made a public records request for the Mid’s zoning change request that was submitted. He stated he would also like the Navarre Zoning Regulations for Industrial and Residential buffer zones.

October 4, 2021 there will be a Planning Commission Meeting for Mid’s Zoning change request for the properties zoned residential to be changed to industrial.

Chase and Kristina Gordon spoke in favor of a medical marijuana dispensary, reporting it could help a lot of people with chronic pain and other issues.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 10-2021, a previously tabled ordinance amending Zoning Code new section
151.43, regulating marijuana related uses, no action taken.

Resolution 2021-9, a resolution authorizing payment of United Earthworks Pay Application #3. Ms. Winkhart offered and moved to accept Resolution 2021-9. Mr. Netzly seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resolution 2021-9 accepted.

MAYOR
Mayor Benson requested Council’s consent approving the raise of Acting Interim Police Chief Chad Shetler to Police Chief’s pay from the time of his appointment to Acting Interim Police Chief. The current pay ordinance shows Interim pay to be the same as Captain’s pay. Mr. Netzly motioned to approve the pay increase, Ms. Winkhart seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.

Mayor Benson expressed sympathy to Chad Shetler and his family for the passing of his father-in-law.

ADMINISTRATOR
Village Administrator Zachary Wisselgren updated Council regarding the progress of the Sterilite Street Extension Project. He advised paving in the Village will be done the first week of September, weather permitting. The streets that will be paved are Hawthorne, Cliftwood, Plainmont, Jacob, Bonsel, Wooster and Sprankle.






MISCELLANEOUS
Mr. Smith would like to make a post on the Navarre Facebook page to see if residents are for or against Ordinance 10-2021.

Ms. Winkhart reported she will not be in attendance of the council meeting scheduled for September 20, 2021.

Mr. Cline mentioned the Arts and Antique Fair will be held on Saturday from 10am to 4pm. He reported a grant was received thru Bethlehem Township to clear the river south of Pittman Park and the work was done by T. Rowley.

Mr. Rouse advised the alley at 132 Wooster Street needs work. He said Roy Williams Trash Service is in town at eight and nine in the evening. He said the company is driving a rental truck and speeding and questioned if they had a permit. No request for a license/permit has been received at Village Hall.

Mr. Netzly reported receiving a couple of complaints about all of the vehicles at the old mattress store and questioned if the vehicles are tagged.

Mr. Smith said Touch-A-Truck was a great success. He said it was nice to have the Police and Fire Departments involved with the community.

The Council Meeting scheduled for September 6, 2021 is cancelled.

Ms. Winkhart mentioned that there needs to be some thought put into publicizing the income tax levy. She suggested making signs regarding the increase and holding an open house or virtual tour of the police station.

Mr. Netzly moved to approve bills and claims in the amount of $43,640.79. Mr. Cline seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
