Session 8, April 19, 2021
Mayor Robert Benson called the 8th Regular Session of Council to order on Monday, April 19, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Daniel Rouse and Joshua Smith. Justin Cline was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, William Campbell and representatives from the Falcon Youth Baseball/Softball Association Abe Highben and Charles Shafer. Derek Netzly joined the meeting via Zoom at 7:30 pm.

Ms. Winkhart moved to approve the minutes of the 7th Session of Council held on April 5, 2021. Mr. Smith seconded. Winkhart yes, Urbach yes, Rouse yes, Smith yes. Four yes votes. Minutes approved.


PUBLIC PARTICIPATION
William Campbell would like to vacate the alley next to his property at 320 Main Street and split the property with his neighbor. Mayor Benson stated he needs to check with the neighbors first. William Campbell also said there are two dead trees in that alley and Zachary Wisselgren advised he would check them.

Fairless and Navarre Baseball and Softball have disbanded. The association is now called Falcon Youth Baseball and Softball. Abe Highben and Charles Shafer of said association are working with the YMCA on field use and availability. They discussed adding a field in the gully and a walking bridge. The small field will not be moved from Market Street this year. Trash removal at the ball fields was discussed and dates for Battle of the Bats were reported as July 16, 17 and 18 for this year.

POLICE SAFETY
The March Police Report was distributed to Council.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. She reported the Auditors are in the office this week.

SOLICITOR
Village Solicitor Attorney Terry Seeberger prepared two ordinances for Council, Ordinance 8-2021 and Ordinance 9-2021. Ordinance 8-2021 is an ordinance enacting a tax compensation formula for the Village of Navarre and Fairless School District with respect to the Tractor Supply Facility in Prospect Park. Ordinance 9-2021 is an ordinance enacting a tax compensation formula for the Village of Navarre and the Perry Local School District with respect to the Tractor Supply Facility in Prospect Park.

ORDINANCE AND RESOLUTIONS

MAYOR
Mayor Benson reminded Council of the informational tax meetings scheduled for Wednesday. He also reported receiving a letter from St. Paul that acknowledged receipt of the gift the Village of Navarre gave in memory of Zola Smeyres. Jerrie Define has resigned from the Navarre Zoning Board of Appeals. Mayor Benson requested any resident interested in being on this board to contact Village Hall. He thanked Jerrie for her years of service as a member of the board.

ADMINISTRATOR
Village Administrator Zachary Wisselgren reported the first street sweeping in the Village as April 28, 2021. He said bids for paving were posted last Friday and bids will be opened May 11, 2021. He stated he is looking to pave at Navarre-Bethlehem Park. He advised the Street Department did some patching today. Clarifiers have been drained and cleaned at the Waste Water Treatment Plant. The Consumer Confidence Report was reviewed by the EPA. A picture of the new park equipment at Underwood Park was passed around for viewing.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am.

Mr. Netzly reported that residents on South Street are upset by trees being cut down without notification. Zachary Wisselgren advised he is following the recommendation of the insurance adjuster for the Village to be proactive regarding bad trees.

Ms. Urbach said Bethlehem Township has an agreement with Blueline Cleaning Service to clean the restrooms at the Navarre-Bethlehem Park. Mr. Smith motioned to approve the agreement, Ms. Winkhart seconded. Winkhart yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried.

BILLS AND CLAIMS
Mr. Smith moved to approve bills and claims in the amount of $187,468.75. Ms. Urbach seconded. Winkhart yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Bills and claims approved.
