Mayor Benson called the 21st Regular Session of Council to order on Monday, December 6, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Joe Kammer, Justin Cline, Daniel Rouse, Josh Smith and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson and Village Solicitor Attorney Terry Seeberger, Police Chief Chad Shetler, Mike McGraw and Renee Veselenak. Gabby Crum was in attendance via Zoom.

Mr. Netzly moved to approve the minutes of the 20th Session of Council held on November 15, 2021. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Rouse yes, Netzly yes, Smith yes. Cline abstained. Five yes votes. Minutes approved.

PUBLIC PARTICIPATION
Renee Veselenak stated she was in attendance on behalf of the local businesses. She said a new business, 77 Brewhouse will be opening soon. There is an issue with public parking where the recycle bins are located. She requested that the recycle bins be relocated to Navarre Bethlehem Park. A discussion ensued regarding available options for relocating the recycle bins.

SAFETY POLICE
Police Chief Chad Shetler distributed and reviewed the November Police Report. Mutual aid has been restored with Brewster Police Department and is going very well. A search warrant was executed on a storage unit for stolen property. There will be a new police patch as of January 1, 2022. The department is moving forward with the TAC Software Reporting Program for use in January. There are currently only four agencies in Stark County that do golf cart inspections. Chief Shetler would like Navarre to be a department that performs golf cart inspections for a fee. He advised he will make a presentation in the future regarding golf carts in the Village. A Safety Committee Meeting is set for Monday, December 20, 2021 at 6:00 pm to discuss regulation of golf carts in the Village and golf cart inspections.

FINANCE
Clerk-Treasurer Anne Johnson distributed to Council a copy of today’s check register, the November financial statements and the bills and claims.

SOLICITOR
Village Solicitor Attorney Terry Seeberger encouraged Council members to attend the 2022 Governmental Law Seminar to be held on Saturday, February 26, 2022.

ORDINANCE AND RESOLUTIONS
Ordinance 15-2021, an ordinance of Regulation 76.10, to regulate trailer parking on streets, was given a third and final reading. Mr. Netzly offered, Mr. Smith seconded Ordinance 15-2021 be placed in final passage. Winkhart yes, Cline yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Ordinance 15-2021 declared duly adopted.


Ordinance 16-2021, an ordinance setting a new speed limit on Fohl Street SW, to be passed as an emergency. Mr. Smith offered and moved to accept Ordinance 16-2021 and declared same to be an emergency. Mr. Cline seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 16-2021, Mr. Netzly moved, Ms. Winkhart seconded rules requiring three separate readings of Ordinance 13-2021 be suspended. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Rules requiring three separate readings suspended.

Ordinance 16-2021, Ms. Winkhart moved, Mr. Cline seconded Ordinance 16-2021 be placed in final passage. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Motion carried. Ordinance 16-2021 duly adopted.

MAYOR
Mayor Benson advised Council of the 2022 Governmental Law Seminar on Saturday, February 26, 22. He stated there will be a Council of the Whole Session on December 13, 2021 at 6:00 pm with the intent to conduct interviews for the Council seat that will be open in January of 2022. Mayor Benson suggested Council members should let him know what committees they would like to be on for 2022.

ADMINISTATOR
Village Administrator Zachary Wisselgren reported he spoke to Stark County about placing a flashing light on Fohl Street but that he was advised they do not do that anymore because it costs too much. They recommended getting a sign with a flashing light for that area. Mr. Wisselgren said the Village will soon be ready to meet with Stark County for the Sewer Plant Expansion Project. The engineer will have plans that are in our best interest. Mr. Wisselgren reported leaf pickup concluded in the Village last Friday and said leaves can be taken to the Sewer Department or bagged for pickup.

MISCELLANEOUS
Mr. Netzly reported receiving complaints about turning right on Wooster Street from driving North on Park Street. He said a car parked by a driveway creates a bottle neck.

Ms. Winkhart asked if there would a be a Holiday Party for the Village employees. Mayor Benson responded no.

Mr. Cline reported a pot hole on South Street.

Mr. Rouse advised he would not be able to attend the Council of the Whole Meeting on December 13, 2021.

Mr. Netzly said there will be a Safety Committee Meeting on December 20, 2021 at 6:00 pm. He also said a decision will need to be made on whether another attempt is made for an Income Tax Increase or an attempt for a Police Levy. He said there will be a Finance Committee Meeting in January and he would like to look at pay raises for the employees.

BILLS AND CLAIMS
Mr. Smith moved to approve bills and claims in the amount of $197,453.61. Mr. Netzly seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Bills and claims approved.
