Session 7, April 5, 2021
Mayor Robert Benson called the 7th Regular Session of Council to order on Monday, April 5, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Justin Cline, Daniel Rouse, Joshua Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren via Zoom, Kevin Keith, Gabby and Matt Crum.

Mr. Netzly moved to approve the minutes of the 6th Session of Council held on March 15, 2021. Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved.

Mr. Netzly moved to approve the minutes of the Special Session of Council held on March 29, 2021. Ms. Winkhart seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Urbach abstained. Five yes votes. Minutes approved.

PUBLIC PARTICIPATION
Kevin Keith reported he is having a problem with Massillon Container in that their litter comes onto his property. Mayor Benson advised he will contact them.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the March financial statements and the bills and claims.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported there will be a Board of Zoning Appeals meeting on Wednesday at 7:00 pm. Rather than seeking a rezone of an R1 property to an R4, Navarre Village is looking to file an application for a variance.

ADMINISTRATOR
Village Administrator Zachary Wisselgren reported that bathrooms at Navarre-Bethlehem Park were opened on Friday. He said we still need someone to clean them. New swings were ordered for Underwood Park, but the frames will be painted before the swings are installed. He said Don Dummermuth is working on the sewer upgrades and street paving plans.

MAYOR
Mayor Benson spoke on the importance of ISO’s Public Protection Classification Program (PPC) in the underwriting process at insurance companies. The Village of Navarre’s PPC is 03/3Y.


MISCELLANEOUS
Ms. Winkhart said there will be a Memorial Day Parade and Ceremony on May 31, 2021.

Mr. Cline mentioned that his name was spelled wrong on the information cards that were mailed out.

Mr. Netzly stated new flags are needed at Village Hall.

Mr. Netzly made a motion for Mr. Smith to be the temporary President Pro Temp, Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.
Mayor Benson stated more lighting is needed at the Police Department.

Mayor Benson said the Garage Sale Days will be held on May 13, 14 and 15th.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $160,665.94. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
