Session 3, February 1, 2021
Mayor Robert Benson called the 3rd Regular Session of Council to order on Monday, February 1, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Justin Cline, Daniel Rouse, Joshua Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Gabby and Matt Crum and Erie Valley Fire and Rescue Chief Rick Annen. No one attended the meeting via Zoom.

Ms. Winkhart moved to approve the minutes of the 2nd Regular Session of Council held on January 18, 2021. Mr. Netzly seconded. Winkhart yes, Urbach yes, Cline yes, Smith yes, Netzly yes. Five yes votes. Mr. Rouse abstained. Minutes approved.

SAFETY FIRE
Erie Valley Fire and Rescue Chief Rick Annen distributed the 2020 Yearly Report and the January 2021 Report to Council. He reported 18 active COVID cases currently in the area. At one point he said the count was over 130 cases. He advised the department is getting back into training.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the bills and claims, the January financial statements and certificate of the total amount available for 2021.

ORDINANCES AND RESOLUTIONS
Ordinance 2-2021, an ordinance establishing non-school TIF Tractor Supply Tax Increment financing with Stark Board of Trade, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 2-2021 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 3-2021, an ordinance of Permanent Appropriations. Mr. Netzly moved to accept

Ordinance 4-2021, an ordinance of consent permitting ODOT to do maintenance work on State Route 21 and State Route 62, sign placement, regulatory and warning, allowing Navarre to enter into agreement with ODOT for snow and ice removal, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 4-2021 and declared same to be an emergency. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Resolution 2021-2, a resolution authorizing the extension of agreement with City of Massillon Law Director for prosecution of criminal and traffic offenses. Mr. Netzly offered and moved to accept Resolution 2021-2. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resolution 2021-2 accepted.

MAYOR
Mayor Robert Benson requests restructuring the Village of Navarre Park Board to five members, the Mayor and one Council member, two Village residents and one member selected by the four other members. This member would represent the interests of the Navarre community but is not required to reside in the Village. Mayor Benson inquired with Gabby Crum and she decided to fill that position.

MISCELLANEOUS
Ms. Winkhart reported she met with Zackary Wisselgren at the YMCA to review the playground equipment and where it will be placed. She advised the Village would use the Nature Works Grant for a track. Grants will also be received for the playground equipment and for a small parking lot for the baseball field.

Ms. Urbach said Vicki Owen Merry was reappointed as the Chairperson at the Navarre Bethlehem Park Board Meeting and that the board will be looking at erosion problems. She also reported that there is a leaking faucet at the cemetery.

Mr. Cline advised the Navarre Bethlehem Park Board decided to have a drive thru Easter Egg Hunt on Saturday, April 3, 2021 from 12:00 – 1:00 pm.

Ms. Winkhart motioned to create a resolution to support the US Route 30 Extension Project. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $48,308.26. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
