Session 22, December 20, 2021
Mayor Benson called the 22nd Regular Session of Council to order on Monday, December 20, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Joe Kammer, Justin Cline, Daniel Rouse, Derek Netzly and Josh Smith. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson and Village Solicitor Attorney Terry Seeberger, Police Chief Chad Shetler, Mike McGraw and Jacob Wisselgren.

Mr. Netzly moved to approve the minutes of the 21st Session of Council held on December 6, 2021. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Minutes approved.

FINANCE
Clerk-Treasurer Anne Johnson distributed to Council a copy of today’s check register, and the bills and claims. She advised there will be a 2022 Governmental Law Seminar on February 26, 2022 and that she will share the signup information when she receives it. The Stark County Regional Planning Commission will have their annual dinner on March 16, 2022 at Arrowhead Golf and Event Center. Anyone interested in attending was advised to let Anne Johnson know. She stated in regards to Ordinance 17-2021 Temporary Appropriations, money can’t be spent in the New Year without appropriations.

SOLICITOR
Village Solicitor Attorney Terry Seeberger explained the need for Ordinance 18-2021, advising there are currently no penalty sections in the traffic code.

ORDINANCE AND RESOLUTIONS
Ordinance 17-2021, an ordinance of 2022 Temporary Appropriations, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 17-2021 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 17-2021, Ms. Winkhart moved, Mr. Smith seconded Ordinance 17-2021 be placed in final passage. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance 17-2021 duly adopted.

Ordinance 18-2021, an ordinance adding enforcement sections 72.99, 73.99 and 75.99 to Village Regulations, to be passed as an emergency. Mr. Smith offered and moved to accept Ordinance 18-2021 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Motion carried. Ordinance accepted.

MAYOR
Mayor Benson appointed Diane Alter to the Navarre-Bethlehem Township Community Park Board and requested Council’s consent. This is a two-year term from 1/1/2022-12/31/2022, replacing Liz Urbach. Winkhart yes, Kammer yes, Cline yes, Rouse, Netzly yes, Smith yes. Six yes votes. Appointment carried.

Mayor Benson appointed himself to the Navarre Bethlehem Township Joint Fire District Board of Trustees for a two-year term from 2022 through 2023.

Mayor Benson wished outgoing Council person Pat Winkhart the best of luck and thanked her for her service to the Village. He also wished everyone a Merry Christmas and is looking forward to the New Year.

ADMINISTATOR
Village Administrator Zachary Wisselgren reported the County will be putting up a speed sign on Fohl Street. He reported the Garden Club will no longer maintain the fountain at Rochester Square. He wished everyone a Merry Christmas and a Happy New Year.

MISCELLANEOUS
Mr. Netzly reported that the Safety Committee met prior to the Council Meeting and would like to make changes to Ordinance 19-2021. This ordinance will get a new ordinance number for the New Year. There will be two ordinances, one for the inspection of golf carts and one for the operations of golf carts in the Village. He said the parking issue continues at Nickles Bakery and suggested an increase in parking ticket fines could help alleviate the situation.

Mr. Netzly asked about extending the yellow on the curb at the intersection of Park Street and Wooster Street. Police Chief Chad Shetler advised he will notify residents of the extension.

Ms. Winkhart asked if there will be a tree line at the new TSC building? She thanked the Mayor for everything they have worked on. She advised she will need to be replaced on the Finance Committee, the Planning Commission and the Memorial Day Parade Planning. She said it has been a pleasure to work with Administrator Zachary Wisselgren and Attorney Terry Seeberger and appreciates all that they accomplished together. She also gave thanks to the Police Department.

Mr. Netzly wished everyone a Merry Christmas and Happy New Year, especially the Village employees. He requested a Finance Committee Meeting with Clerk-Treasurer Anne Johnson on January 10, 2022 at 6:00 pm.

Mr. Smith reported there was a Council of the Whole Meeting to review the prior to the Council Meeting. The meeting was to review the applicants for the vacated Council seat. Mr. Smith motioned to appoint Abbey Gallion into the seat replacing Ms. Winkhart beginning in January of 2022. Mr. Netzly seconded.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $48,400.62. Mr. Cline seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Netzly yes, Smith yes. Six yes votes. Bills and claims approved.
