Session 6, March 15, 2021
Mayor Robert Benson called the 6th Regular Session of Council to order on Monday, March 15, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach via Zoom, Justin Cline, Daniel Rouse, Joshua Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Police Chief Dennis Albaugh, Captain Chad Shetler, Detective Matt Amendola and friends and family, Detective Dan Kirby and wife Suzanne Kirby, Patrolman Cody Flarida and friends and family and Donald Price.
Mr. Netzly moved to approve the minutes of the 5th Regular Session of Council held on March 5, 2021. Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved. SAFETY POLICE Police Chief Dennis Albaugh distributed the monthly Police Report to Council. He gave thanks to Detectives Kirby and Amendola for working on the evidence area. He reported that he received a resignation notice from Bryce Mohn. Ms. Winkhart moved to accept the resignation and Mr. Netzly seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resignation accepted. Mayor Benson administered the Oath of Office. Chief Albaugh spoke of the vacant Sergeant Position created by the resignation of Dave Bertman. Chief Albaugh requested Council’s consent to appoint Detective Matt Amedola as Sergeant of the Navarre Police Detective Division. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported there will be a Board of Zoning Appeals Hearing in April for a variance for the property south of the Navarre Village (Sandrock Circle). He also said a Special Council Meeting is needed on March 29, 2021 to award the Sterilite Street Extension contract, so that the dirt work for Dominion Gas can be completed by April 26, 2021. Mr. Netzly motioned to schedule a Special Council Meeting for March 29, 2021 at 7:00 pm and Ms. Winkhart seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. ADMINISTRATOR Village Administrator Zachary Wisselgren distributed the street sweep schedule for 2021. He reported that Nickles will be changing a cooler on top of the building and will therefore be closing one lane of traffic. The trees will also need to be trimmed. He said water meters will be read this week and that the old playground equipment has been removed from the Market Street Park. MAYOR Mayor Benson reported he attended the Sun Shine Law presentation on behalf of all council members and elected officials. A discussion ensued regarding opening the restrooms at Navarre-Bethlehem Park. Mr. Smith motioned and Ms. Winkhart seconded to open the restrooms in April, weather permitting. Zachary Wisselgren will work with Bethlehem Township on getting the bathrooms cleaned. The Easter Egg Drive-Thru has been canceled. MISCELLANEOUS Ms. Winkhart attended the Tax Incentive Review Committee Meeting with the Stark County Auditor via Zoom today. She reported the Hendrickson and Tractor Supply projects were approved. She advised postcards need to be ordered to mail to residents regarding the tax increase that will be on the May 4th ballot. She said an informative meeting will be held in Council Chambers on April 21st at 10:00 am and 7:00 pm. Mr. Rouse reported pot holes on Sprankle Street and questioned if the annual garage sales will be held this year. It was confirmed the garage sales will be held on May 13-15, 2021. Mr. Netzly requested a Finance Committee Meeting be held with the Police to review stipends on March 29, 2021 at 6:00 pm prior to the Special Council Meeting at 7:00 pm. He also mentioned that he received complaints about a property on Basin Street being an eyesore. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $55,883.04.
