Session 20, November 15, 2021
Mayor Benson called the 20th Regular Session of Council to order on Monday, November 15, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Joe Kammer, Daniel Rouse, Josh Smith and Derek Netzly. Justin Cline was excused from the meeting. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson and Village Solicitor Attorney Terry Seeberger and friends and family of Acting Interim Police Chief Chad Shetler and Auxiliary Patrolman Cody Flarida, Sergeant Matt Amendola, Detective Dan Kirby, Sue Kirby, Patrolman Alec Hall, Auxiliary Patrolman Jordan Starcher, Erie Valley Fire and Rescue Chief Rick Annen, Gabby Crum and Mike McGraw.
Mr. Netzly moved to approve the minutes of the 19th Session of Council held on November 15, 2021. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Minutes approved. SAFETY POLICE Acting Interim Police Chief Chad Shetler spoke of how much Cody Flarida has helped the department so that everyone could get their time off. He requested adding him as a full-time officer for the department. Mayor Benson appointed Patrolman Cody Flarida as a full-time Officer and requested Council’s consent. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Mayor Benson swore him in, in the presence of his parents. Mayor Benson appointed Captain Chad Shetler to be the Police Chief for the Village of Navarre and requested Council’s consent. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Mayor Benson swore him in, in the presence of his family. Mr. Netzly reported the Finance Committee met prior to the Council Meeting. Mr. Netlzy motioned to make the police requested purchases from WatchGuard and TAC Reporting Software and to pay for half of the purchases with the money received form the American Rescue Plan Act. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. SAFETY FIRE Erie Valley Fire and Rescue Chief Rick Annen reported that over $6000.00 was raised at the benefit for Assistant Fire Chief TJ Rombach to assist with his medical bills. FINANCE Clerk-Treasurer Anne Johnson distributed to Council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported that he and Zoning Inspector Jim Neely are filing a Service of Notice to Stacey Durant for documented zoning violations. ORDINANCE AND RESOLUTIONS Ordinance 15-2021, an ordinance of Regulation 76.10, to regulate trailer parking on streets, was given a second reading by title only. Resolution 2021-14, a resolution authorizing Multi-Jurisdictional Police Mutual Aid. Mr. Smith offered and moved to accept Resolution 2021-14. Mr. Netzly seconded. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Resolution 2021-14 accepted. MAYOR Mayor Benson advised that Council should have a replacement candidate to fill Council Member Pat Winkhart’s term of office. The unexpired term will be from 1/1/22 thru 12/31/23. He also said that Stark County Commissioner Rich Regula spoke to him about having a flashing light installed at the intersection of Sterilite and Fohl. ADMINISTATOR Village Administrator Zachary Wisselgren reported he is working with the Stark County Engineer about the speed limits on Fohl Street. He will be ordering signs for the truck route on Market Street. Upgrades are to be made at the intersection of Navarre Road and State Route 21. MISCELLANEOUS Ms. Winkhart stated the new sign on State Route 21 looks nice. She said she received a complaint from the owner of 21 Canal Street West regarding trash from the recycling dumpsters on her property. Mayor Benson suggested putting up a privacy fence. Mr. Kammer said he also has been contacted about the recycling bins. The property owner feels like we are not cooperating with the new business. Council discussed moving the recycling bins and selling the property. Mr. Netzly is opposed to selling the property and thinks it should be turned into a public parking lot. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $47,308.35. Mr. Smith seconded. Winkhart yes, Kammer yes, Rouse yes, Smith yes, Netzly yes. Five yes votes.
