Mayor Robert Benson called the 11th Regular Session of Council to order on Monday, June 7, 2021. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Pat Winkhart, Liz Urbach, Justin Cline, Daniel Rouse and Joshua Smith. Derek Netzly was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Gabby Crum and Steve Morelli.
Ms. Winkhart moved to approve the minutes of the 10th Session of Council held on May 17, 2021. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Minutes approved.
PUBLIC PARTICIPATION
Gabby Crum stated that she is totally against the Marijuana Ordinance. She said she is hoping it will have the highest restrictions.
FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the May financial statements and the bills and claims.
ORDINANCE AND RESOLUTIONS
Ordinance 10-2021, an ordinance amending Zoning Code new section 151.43, regulating marijuana related uses, was given a second reading by title only.
Ordinance 11-2021, an ordinance awarding contract for 2021 public street paving for the Northeast portion of Navarre to N.E.S. Corp., to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 11-2021 and declared same to be an emergency. Ms. Urbach seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. Ordinance accepted.

Ordinance 12-2021, an ordinance submission to electors proposed additional one quarter percent income tax. Mr. Smith offered and moved to accept Ordinance 12-2021. Mr. Cline seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. The first reading was given.
Resolution 2021-7, a resolution authorizing payment of United Earthworks pay application #2 for the Sterilite Street Extension #3 Project. Ms. Winkhart offered and moved to accept Resolution 2021-7. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Resolution 2021-7 accepted.
SOLICITOR
Village Solicitor Attorney Terry Seeberger said with regards to Ordinance 10-2021, there
are two versions that Council can choose from. He also discussed changes to Ordinance 12-2021.
MAYOR
Mayor Benson read the Mayor’s Proclamation designating June as Prostate Cancer Awareness Month.
“Whereas, It is among the responsibilities and privileges of the Mayor of the Village of Navarre to recognize occasions of outstanding significance, and;
Whereas, this year approximately 191,930 men will be diagnosed with prostate cancer in the United States alone every year and roughly 33,330 will die this year from the disease; and
Whereas, in Ohio an estimated 9,010 new cases of prostate cancer will be diagnosed and an estimated 2,000 deaths will occur in 2021; and
Whereas, men with relatives – father, brother, son – with a history of prostate cancer are twice as likely to develop the disease; and
Whereas, prostate cancer is the second leading cause of cancer death in American men, behind only lung cancer; and
Whereas, men who served in the military who have been exposed to chemicals and herbicides are at a higher risk for developing prostate cancer; and
Whereas, 1 in 9 men are diagnosed with prostate cancer in his lifetime. African American men are at the highest risk for the disease with the rate of 1 in 6 and 2.2 times more likely to die from the disease; and
Whereas, education regarding prostate cancer and early detection strategies is critical to saving lives, preserving, and protecting our families. The economic and social hardship it has on the families is huge; Prostate cancer is estimated to cost over $8 billion in direct medical expenditures; and
Whereas, nearly 3.1 million men in the U.S. Are living with a prostate cancer diagnosis; that number is estimated to climb to 4 million by 2024 as men in the baby boomer generation age; and
Whereas, all men are at risk of prostate cancer and we encourage the citizens of the Village of Navarre to increase the importance of prostate screening.
Therefore, as the Mayor of the Village of Navarre, I Proclaim;”
Mayor Benson stated that one in nine men are diagnosed with prostate cancer in their lifetime. He encouraged residents of Navarre to realize the importance of prostate screening.
Mayor Benson said there needs to be a discussion and decision at the next Council Meeting to determine if the Council Meeting set for July 5, 2021 will be canceled or rescheduled.
ADMINISTRATOR
Village Administrator Zachary Wisselgren reported the pavilion concrete work is done at the YMCA. He stated he met with the Mayor, Pat Winkhart and Jerry Gray about additional park equipment. He also gave thanks to Gabby Crum for the letter of support for the grant.
MISCELLANEOUS
Ms. Winkhart mentioned that Zachary Wisselgren handled everything well at the meeting. She also stated the grass needs mowed at 123 Basin Street.
Ms. Winkhart asked about the meeting with Stark County regarding sewer improvements. Don Dummermuth will prepare additional plans.
Ms. Winkhart stated weeds are high along the creek in the Navarre-Bethlehem Park and that it looks terrible. Zachary Wisselgren explained the best way to keep erosion down is to have the roots.
Ms. Winkhart questioned what needs to be done to annex East Canal Street? Mayor Benson said there needs to be a petition started and a plan.
Ms. Winkhart advised she received a complaint about damage to head stones from the mowing company in Union Lawn Cemetery.
Ms. Winkhart gave thanks to all Village employees for their help with the Memorial Day Parade.
Ms. Urbach received an invitation to the Tractor Supply Ground Breaking Ceremony. She also said an administrator is needed for the Village of Navarre Facebook page.
Mr. Rouse said a letter needs sent to 224 Jacob Street regarding trash in the yard.
Mr. Smith advised letters of interest can be dropped off at Village Hall for the open Council seat to fill the remainder of Ms. Urbach’s term.
Steve Morrelli said people are using the gravel pit as a firing range and asked if the police could do something regarding same. Mayor Benson said he would talk to the police about it.

Ms. Winkhart moved to approve bills and claims in the amount of $57,205.58. Mr. Smith seconded. Winkhart yes, Urbach yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Bills and claims approved.
