Mayor Robert Benson called the Special Council Meeting to order on Thursday, July 22, 2021. Members answering roll call were Pat Winkhart, Joe Kammer, Justin Cline, Daniel Rouse and Josh Smith. Derek Netzly was excused from the meeting. Also present at the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger Navarre Police Captain Chad Shetler.

SAFETY POLICE
Navarre Police Captain Chad Shetler updated Council on the work being done at the Police Department.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of a management letter from the Auditors.

MAYOR
Mayor Robert Benson advised Council that Navarre Police Chief Dennis Albaugh has been placed on paid administrative leave. He reported that Chief Dennis Albaugh is very sorry and humiliated. Mayor Benson appointed Captain Chad Shetler to Acting Interim Chief of Police and requested Council’s consent. Winkhart yes, Kammer yes, Cline yes, Rouse yes. Five yes votes. Appointment carried.

Mayor Benson said it would be nice to have an open house at the Police Department.

Mayor Benson stated he would like to renew Attorney Terry Seeberger’s contract for another two years and requested Council’s consent. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Consent given.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported he amended Resolution 2021-8 with the Board of Elections recommendation.

ORDINANCE AND RESOLUTIONS
Resolution 2021-6, a resolution approving the Public Records Retention Policy. Mr. Smith offered and moved to accept Resolution 2021-6. Ms. Winkhart seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Resolution 2021-6 accepted.

Resolution 2021-8, an amended resolution specifying the date of election to levy .25% income tax and net profit tax within the Village Corporation. Ms. Winkhart offered and moved to accept Resolution 2021-8. Mr. Smith seconded. Winkhart yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Amended Resolution 2021-8 accepted.
