Mayor Robert Benson called the 2nd Regular Session of Council to order on February 6, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Village Solicitor Terry Seeberger, Navarre Police Chief Dennis Albaugh, Officer Matt Amendola, Erie Valley Fire Trustee Jim Urbach, Erie Valley Fire Department Assistant Chief Mike Cupples and Massillon Independent Reporter Mindy Lenigan.

SAFETY POLICE
Police Chief Dennis Albaugh distributed and reviewed the monthly police report to council.
Chief Albaugh met with James Knight form the Stark County Prosecutor’s office, Brewster’s Police Chief and Beach City’s Police Chief. Everyone concerned would like to have a Crime watch community meeting at Fairless High School on March 28, 2017 at 7:00 P.M. Officer Amendola will be Navarre’s community liaison officer.
Chief Albaugh would like a copy of the flier to go with the water bills.
SAFETY COMMITTEE
Chief Albaugh reported that the safety committee met on January 31, 2017. It was decided to reduce the clothing allowance for the auxiliary officers from $350.00 to $150.00 per year. The difference will be used to pay for membership to a firing range.
The bullet proof vest allowance for auxiliary officers will go from $400.00 to $250.00.
FINANCE
Clerk-Treasurer Anne Johnson gave council her January financial statements and a copy of today’s check register.

SOLICITOR
Attorney Terry Seeberger stated that the Village is currently leasing fire equipment to the Erie Valley Fire District. The Village is not prepared to recommend the transfer of ownership to the District. The current law for Fire Districts follows Township law and does not address City or Village law. This will be discussed further at the Fire District meeting on Thursday, February 9, 2017.
Attorney Seeberger informed council that Massillon Cable needs a partial alley vacation for placement of a fiber optic terminal.
MAYOR
Mayor Benson shared the thank you card he received from Vivian Evans with council.
Mayor Benson informed council that there will be a Regional Planning Dinner on March 15, 2017.
The Mayor is concerned about next scheduled council meeting on February 20, 2017 which falls on President’s Day, a National Holiday. Village Hall is closed along with other government offices. Following a discussion Mr. Netzly moved, Mr. Gallaher seconded to not have the second meeting in February. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. There will be only one council meeting in February.
STREETS AND ALLEYS
The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday 7:00 A.M. through 3:00 P.M. and from 8:30 A.M. until 11:00 A.M. on weekends and holidays.
Asphalt patching was done since the last meeting.
Repairs were made to some of the cruisers.
UTILITIES
A contract has been signed for $2,000.00 for RCAP to complete a Navarre PWS Lead Map and help with preparing the necessary report.
The annual sludge report was sent in the week of January 29, 2017.
The SWMP rewrite is still not complete.
Water Expansion Project: A pay meeting was held on February 2, 2017. Work at the Water Treatment Plant has commenced. USDA will not sign the stop work order request by Maguire Iron, Inc.
MISCELLANEOUS
Upcoming reports and submittals include: JRS reimbursement, SWMP annual report, SWMP rewrite, JRS and 629 grant annual reports.
The Soil and Water Conservation District has scheduled the Village to host a rain garden workshop either at the Civic Center or the Navarre Bethlehem Park on April 19, 2017. More details to come.
The first monthly department head meeting with the Mayor will be February 9, 2017 at 1:00 P.M. with Larry Carter, Zach Wisselgren, Chief Albaugh and Jeff Seward.
The PERPP annual report was submitted the week of January 29, 2017.
Ms. Winkhart brought up the news that Akron is offering tax abatements for home improvements.
Mr. Wilson thinks there needs to be better lighting in the alleys. Maybe the Village could talk to Ohio Edison about this.
Ms. Keith thinks the Village pays too much for banking fees.
Mr. Gallaher reported a light out at Church and Basin and wants LED lights like they have in Brewster.
