Session 10, June 19, 2017

In absence of the Mayor, President Pro Temp Pat Winkhart called the 10th Regular Session of Council to order on Monday, June 19, 2017.   Winkhart began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Robin Keith, Gary Wilson, and Ray Gallaher. Mr. Rouse was excused. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Jeff Seward, Erie Valley Fire and Rescue Navarre Bethlehem Joint Fire District Chief Rick Annen and Assistant Fire Chief Mike Cupples, Village Solicitor Attorney Terry Seeberger, Randy and Sabrina Hattery and Independent Reporter Mindy Lenigan.

Mr. Gallaher moved to approve the minutes of the 9th Regular Session of Council held on June 5, 2017. Mr. Netzly seconded. Netzly yes, Keith yes, Wilson yes, Gallaher yes. Four yes votes. Minutes approved.


Erie Valley Fire and Rescue Chief Rick Annen distributed and reviewed the monthly fire and rescue report to council.


Council received a copy of today’s check register prepared by Clerk-Treasurer Anne Johnson.


Resolution 2017-11, a resolution authorizing Village Administrator and Clerk-Treasurer to make disbursement to Stark Board of Trade. Mr. Gallaher moved. Ms. Keith seconded to accept Resolution 2017-11. Netzly yes, Keith yes, Wilson yes, Gallaher yes. Four yes votes. Resolution 2017-11 accepted.

Ordinance 12-2017, an ordinance codifying Village of Navarre Issue #12 and amending municipal regulation 31.50. Mr. Wilson moved to accept Ordinance 12-2017. Ms. Keith seconded. Netzly yes, Keith yes, Wilson yes, Gallaher yes. Four yes votes. Motion carried. The first reading was given.


Village Administrator Jeff Seward updated council on the development activities at Prospect Park.


The yard waste pit at the Waste Water Treatment Plant is open Monday through Friday from 7:00 am to 3:00 pm and on the weekends and holidays from 8:30 am to 11:00 am.

 Brush pick-up will continue through September on the first and third Monday of each month. Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant.

Several small trees have died around town and they were removed by employees of the Street and Waste Water Departments. Stumps will be removed at a later date.

The third street sweep of the year will be next Wednesday, June 28th in the early morning hours. Residents are asked to park off the street the night before.


There is a drainage issue on the old county farm property that is causing problems for the Wheeling & Lark Erie Railroad. This will be investigated during the next rain storm that occurs during working hours.

Thanks to the Mayor, the phone line at the Water Treatment Plant was moved last week so the project will no longer be delayed by this issue. Water Plant Expansion Project: Work on the excavation for the clear well is being held up currently by an unknown ground water source. Fabrication of the new water tower continues.


The North Market Street paving project bids will be opened on June 21st at Village Hall. A letter will be prepared for affected residents. Information will be put on the Police Department Facebook page when more is known on the project start date and its duration.


The next monthly department head meeting with the mayor will be Wednesday, July 5, 2017 at 9:30 am.

 A contract was signed with the Stark County Health Department for mosquito spraying.   Each spray will cost the Village $507.00 this year.

 Ms. Keith reported that she has been receiving phone calls from residents complaining that parties are still going on at the barn. Residents should contact the Police so we have documentation for legal action.

 Mr. Wilson advised that there are four council seats available this year. Petitions for council are due by August 8, 2017.

 Ms. Keith expressed concern that the mowing company needs to be more careful. She reported that stones are getting moved off foundations.


Mr. Wilson moved to approve bills and claims in the amount of $234,196.75. Mr. Netzly seconded. Netzly yes, Keith yes, Wilson yes, Gallaher yes. Four yes votes. Bills and claims approved.
