Session 9, June 5, 2017
Mayor Robert Benson called the 9th Regular Session of Council to order on Monday, June 5, 2017. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Gary Wilson, Ray Gallaher and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Police Chief Dennis Albaugh, Village Solicitor Attorney Terry Seeberger, Bethlehem Township Fiscal Officer Jody Matics, Chris McBurney, Randy and Sabrina Hattery, Independent Reporter Mindy Lenigan and Reid Lenigan. Village Administrator Jeff Seward arrived at 7:40 pm. Ms. Winkhart moved to approve the minutes of the 8th Regular Session of Council held on May 8, 2017. Mr. Netzly seconded. PUBLIC PARTICIPATION Chris McBurney has been hosting Open Mic Night at Anderson’s Coffee Shop and would like to move it to Rochester Square. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes approving move. Jody Matics presented a quote for the cost of insuring the Navarre-Bethlehem Park. SAFETY POLICE Police Chief Dennis Albaugh distributed and reviewed the monthly police report to council. Chief Albaugh advised the next Crime Watch Meeting is tomorrow. Chief Albaugh also reported that a new cruiser will be here soon. Chief Albaugh reported that garage sales and Memorial Day Parade went well. FINANCE Clerk-Treasurer Anne Johnson gave council her May financial statements and a copy of today’s check register. ORDINANCE AND RESOLUTIONS Resolution 2017-10, a resolution authorizing Village Administrator to enter into agreements to relocate certain telephone land lines at Navarre Water Treatment Plant. Attorney Seeberger explained the need for the resolution to authorize the Administrator to work with AT&T to relocate phone lines at the Water Treatment Plant. Mr. Netzly moved, Ms. Winkhart seconded to accept Resolution 2017-10. Netzly yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Resolution 2017-10 accepted. Resolution 2017-9, a resolution prepared by Attorney Seeberger, authorizing consent to transfer debt owed from the Massillon YMCA to the Navarre YMCA. Attorney Seeberger requested a representative from the bank address council. Any assignment needs Village consent. Mr. Netzly moved, Mr. Gallaher seconded to table the resolution. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart abstained. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7 am to 3pm and weekends and holidays from 8:30 am to 11am. Brush pick-up will continue through September on the 1st and 3rd Mondays of each month. Yard waste and bushes should be taken to the dumpster at the Waste Water Treatment Plant. Maintenance was done to various mowers and cruisers. Asphalt patching was done around town and in the Navarre-Bethlehem Park. The third street sweep of the year will be next Wednesday, June 28th in the early morning hours. Residents are asked to park off the street the night before. UTILITIES The influent grinder was repaired on May 30th by Waste Water Treatment Plant employees. Spare parts will be ordered for future repairs. Rover Pipeline article – diesel fuel found. Water Plant Expansion Project: The backwash tank is complete and will be ready to be utilized soon. Work on the excavation for the clear well has started but eventually it will be held up until the underground phone line can be moved. Fabrication of the new water tower is progressing nicely. MISCELLANEOUS: The North Market Street paving project was advertised for bid. Bids will be opened on June 21st at Village Hall. The next monthly department head meeting with the mayor will be this Wednesday, June 7, 2017 at 9:30 am. The Administrator will be on vacation June 14th –June 16th. Mr. Netzly would like to thank the VFW, Father Mike Seifert, Pastor Terry Hunka and Village employees for a successful Memorial Day Parade. The VFW will handle the parade next year. Mr. Netzly requested the Zoning Inspector send a letter to 239 Park St regarding the Property Maintenance Code. Ms. Keith advised residents are mowing grass into the streets. She also advised that the property at Sisterhen and Ohio St. needs mowed. Ms. Keith expressed concern regarding an issue of water from the old nursing home draining into her back yard. Mr. Wilson reported that the Park Committee met prior to the Council Meeting and there is a need to purchase two spring riders for Underwood Park. Mr. Wilson moved to approve purchase, Mr. Gallaher seconded. Netzly yes, Rouse yes, Keith yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes. Purchase approved. Ms. Winkhart would like the weeds by the crick in the park to be removed. Village Administrator advised that it will be done soon. BILLS AND CLAIMS Ms. Keith moved to approve bills and claims in the amount of $78,189.88. Mr. Rouse seconded. Netzly yes, Rouse yes, Wilson yes, Gallaher yes, Winkhart yes. Six yes votes.
