Session 18, September 16, 2024
Mayor Justin Cline called the 18th Regular Session of Council to order on Monday, September 16, 2024. Mayor Cline began the meeting by asking Councilperson Josh Smith to say a prayer, then led attendees in the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abigail Caldwell, Daniel Rouse, Josh Smith and Molly Lehman. Council members Carla Carl and Joe Kammer were absent. Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Administrator Blake Dibell and Village Solicitor Attorney Terry Seeberger. Mr. Smith made the motion to approve the minutes of the 17th session of council held on September 3, 2024 and Ms. Lehman seconded. Smith yes, Lehman yes, Rouse yes, Caldwell yes. Four yes votes. Motion carried. Minutes approved. PUBLIC PARTICIPATION No public participation. FINANCE Ms. Kim Meek-Obed reported that she gave each council member a current fund balance report that has some comments from her about the different funds. She also reported that she has not talked to LGS yet because she has another meeting to attend tomorrow that LGS will be at so she is going to talk to them in person at that meeting. She reported that the Bills & Claims list looks pretty high this time and explained that the reason for this is because she paid the Tractor Supply tax credit payment per the Resolution that was approved at the last council meeting and we also paid Bethlehem Township for the expenses that were approved at the last meeting and she did payroll today which is higher than usual because it includes the people that are only paid quarterly. She also told council people that their paychecks are in their mailboxes but are dated tomorrow. SOLICITOR Mr. Seeberger mentioned that at some point we were going to pass a resolution for income tax sharing with the school districts. Ms. Meek-Obed stated that the resolution was never passed because Mr. Seeberger was waiting for the information from the school districts. Mr. Seeberger said he has not yet seen the mylar map of the lot split for the old Main Street Deli property on Main Street. He is hoping to have that before the next meeting. Mr. Seeberger stated that he and Mr. Dibell had some information about the road closure at the Fohl St. /Sterilite intersection. Mr. Dibell reported that he has been talking to different agencies about the road closure and it was determined this afternoon about 3:15 that the closure will start on Wednesday, September 18th. He asked that it be put on the Facebook page. Mr. Seeberger presented Resolution 2024-21, a resolution directing the Fiscal Officer to pay the first pay request to United Earthworks for the Fohl/Sterilite intersection. There were a couple errors in the printed resolution that Mr. Seeberger said he would correct and send to the Fiscal Officer tomorrow to be re-printed but would like it to be passed tonight, so that the contractor can get paid timely. Mr. Smith made a motion to pass Resolution 2024-21, to pay United Earthworks for work done to date on the Fohl/Sterilite intersection and Ms. Lehman seconded. Caldwell yes, Rouse yes, Lehman yes, Smith yes. Four yes votes. Resolution passed. ADMINISTRATOR Mr. Dibell reported that the engineer, Mr. Dummermuth was in today to discuss the plans for the wastewater plant and reported that they are waiting for the UV to be approved for the size of our plant so that the drawings can be completed. There was some discussion about the yard waste disposal at the wastewater treatment plant and what is going to be done with that while construction is being done. A number of ideas were discussed but nothing was decided. MAYOR Mayor Justin Cline reported that he got a letter from the Fairless Toy Team asking for a donation for Christmas. Ms. Meek-Obed will look to see what we donated last year. Mayor Cline also reported that he attended the Erie Valley Joint Fire District meeting last week and they asked if signs could be put up to not block the intersection at Canal St./Sisterhen Ct. Mr. Dibell said he would look into getting a sign. Mayor Cline reported that he received a resignation letter from Mary Lou Garver-Mackey from the Cemetery Board. He asked that it be posted on the website and the Facebook page. Ms. Lehman made a motion to acknowledge the resignation of Mary Lou Garver-Mackey from the cemetery board and Mr. Smith seconded. Rouse yes, Smith yes, Caldwell yes, Lehman yes. Four yes votes. Resignation acknowledged. MISCELLANEOUS Ms. Caldwell stated that Beth Alban from the YMCA asked her if there could be something done with the dirt mound at the YMCA. Mr. Dibell said they would take care of that. Ms. Lehman reminded that Coffee with Council will be October 12 at Rise Up Café from 9:00 – 11:00. Mr. Smith reported that the Finance Committee met last week and we are still working through some of the details and will continue to work on the pay ordinance. The CDBG grant is due October 18th. We can apply for multiple different things so we could apply for the pickle ball courts or we can apply for one side of Market Street sidewalks. He will send information to other council members. Ms. Meek-Obed asked what the process is to get reimbursed for the CDBG grant that we got for the playground equipment and for the Natureworks grant for the walking path. Ms. Lehman said she will get information from Lisa for CDBG. BILLS AND CLAIMS Ms. Lehman made a motion to pay the Bills & Claims and Mr. Smith seconded.
