Session 12, June 20, 2022
Mayor Robert Benson called the 12th Regular Session of Council to order on Monday, June 20, 2022. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse, Josh Smith and Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Police Captain Matthew Amendola and Erie Valley Fire and Rescue Chief Rick Annen and resident Ron Kerby. Mr. Netzly moved to approve the minutes of the 11th Regular Session of Council held on June 6, 2022. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved. In the first order of business, Councilman Derek Netzly announced his resignation as President Pro Temp and as Council Member, due to personal reasons. He thanked everyone for the support over the past twenty years. Ms. Gallion motioned to accept the resignation and Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. Mayor Benson requested to open nominations for President Pro Temp. Ms. Gallion motioned, Mr. Kammer seconded opening nominations. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. Mr. Kammer nominated Mr. Smith for President Pro Temp, Ms. Gallion seconded. Motion carried. Mr. Kammer motioned to appoint Mr. Smith as President Pro Temp, Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes. Five yes votes. Motion carried. Mayor Benson said our thoughts and prayers are with Mr. Netlzy. POLICE SAFETY Police Captain Matthew Amendola distributed the monthly police report. He stated Countryfest went well, as well as the St. Clement’s Festival. He said both new hires are doing good. Village Hall has received many complaints regarding the IGS representative that is going door-to-door in the Village. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger explained the need for Ordinance 17-2022. There is a new state law regarding the use of fireworks. Fire Chief Rick Annen noted that he has seen multiple fires due to fireworks. Attorney Terry Seeberger said he will continue to look for sources to fund the Waste Water Treatment Plant expansion and improvements. Stark County should be paying for seventy percent of the expansion. The TIF will help with some of the costs. Zero interest loans are available from the EPA. MAYOR Mayor Robert Benson appointed John Arthur to the Navarre Cemetery Board to replace Louise Myers. He thanked Ms. Myers for her service and wished her the best in the future. Mayor Benson said he would like to schedule a joint meeting with the Bethlehem Township Trustees, Navarre-Bethlehem Community Park Board Members and the Navarre Village Council Members on July 18, 2022 at 5:00 pm at Bethlehem Township Hall. ORDINANCE AND RESOLUTIONS Ordinance 16-2022, an ordinance excluding through truck traffic, enacting new Regulation Sec. 70.21 was given a second reading by title only. Ordinance 17-2022, an ordinance limiting the use of fireworks within the Village, enacting Regulation 91.13. Mr. Smith offered and moved to accept Ordinance 17-2022. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. The first reading was given. MISCELLANEOUS Mr. Smith will post on Facebook and run and ad for Mr. Netzly’s Council Seat. Interviews will be held on July 11, 2022. Mr. Smith motioned to sign the contract with Seifert Technologies for the Police Department. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Police Captain Matthew Amendola said the police are working with the Historical Society in efforts to get security cameras. Mayor Benson spoke of hiring a curator for the Navarre-Bethlehem Historical Society. BILLS AND CLAIMS Ms. Gallion moved to approve bills and claims in the amount of $61,125.14. Mr. Kammer seconded.
