Session 2, January 23, 2023
Mayor Robert Benson called the 2nd Regular Session of Council to order on Monday, January 23, 2023. Mayor Benson began the meeting with a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse, Molly Lehman and Josh Smith. Also attending the meeting were Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, residents Bill and Dawn Miknis, Chauni Skirtich and John O’Day, Steven Tharp Jr. of the Solid Waste District and Blake Shiplett as his Candidate Assistant.

Mr. Smith motioned to approve the minutes of the 1st Regular Session of Council held on January 9, 2023. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Minutes approved.

PUBLIC PARTICIPATION
Bill Miknis spoke of his concerns regarding truck traffic on Wooster Street. John O’Day also spoke on the same concern. Mr. Smith said he will look into a secondary sign for that area and also mentioned that Ms. Gallion has made calls to the local businesses to update the track mapping in efforts to get trucks off of Wooster Street.

Steve Tharp Jr. of the Solid Waste District introduced himself and greeted Council. He advised he will be running for election as a Republican Candidate for the Massillon Municipal Clerk of Courts position. He introduced Blake Shiplett as his Campaign Manager.

SOLICITOR
Village Solicitor Attorney Terry Seeberger spoke about the need for Resolutions 2023-5 and 2023-6.

ORDINANCE AND RESOLUTIONS
Resolution 2023-5, a resolution authorizing the Design Contract for the Waste Water Treatment Plant Reconstruction. Ms. Lehman offered and moved to accept Resolution 2023-5. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-5 accepted.

Resolution 2023-6, a resolution authorizing the acceptance of the WPCLF Agreement and Designation Repayment Source. Mr. Smith offered and moved to accept Resolution 2023-6. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-6 accepted.

MAYOR
Mayor Robert Benson said he received a letter from MCTV explaining the rate increase for customers. He also mentioned that he received a very nice card from MCTV about Anne Johnson. He is optimistic that the Village will be able to have the books closed for 2022 by the next Council Meeting. Lastly, he reminded Council of the RPC Dinner set for March 15, 2023.

ADMINISTRATOR
Village Administrator Zachary Wisselgren said he met on Wednesday with 120 Water, who will be helping to get lines and services inventoried. The EPA is asking for this and expressed they would like it to be in a digital format. He advised the EPA is also concerned with residential backflow. Mr. Wisselgren explained what caused the resent pink water situation. He reported speaking with Engineer Don Dummermuth and the EPA regarding favorable loan rates. Mr. Wisselgren expressed concern over rising inflation costs and mentioned that the Village is looking to use new software when the Fiscal Officer Position is filled.

MISCELLANEOUS
Ms. Gallion mentioned that there was a discussion at “Coffee with Council” regarding the placement of stop signs on Allman Place. Ms. Gallion requested a Street and Safety Committee Meeting for Monday, February 6, 2023 at 6:15 pm. Ms. Gallion also mentioned that the final meeting for the CDBG Grant will be held on February 7, 2023.

Mr. Cline mentioned the first Navarre-Bethlehem Park Board Meeting was held last week. He said there was a request for a $400.00 donation from Navarre for the Easter Egg Hunt to be held April 8, 2023. Ms. Gallion made a motion to donate $500.00 to the Navarre-Bethlehem Park Board to be used for the Easter Egg Hunt and Mr. Cline seconded. Gallion yes, Kammer yes, Cline eyes, Rouse yes, Lehman yes, Smith yes. Motion carried.

Ms. Lehman reported that she, as well as Mayor Benson, attended the Grand Opening Ceremony at the Tractor Supply Company. She reminded Council that the Western Reserve Land Conservancy Event will be February 16, 2023 at 7:00 pm. She also made Council aware of a situation going on at the Navarre Village Mobile Home Park. She said the residents have been effected by dramatic increases in lot rents, since the sale of the property. Lastly she mentioned she posted the job listing.

Mr. Smith said he has prepared an informal guide to what the specific committees do. Also, he would like to schedule a Council of the Whole Meeting in the near future to discuss committees and grants for the year.

Mr. Kammer moved to approve bills and claims in the amount of $103,985.28. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Bills and claims approved.
