Session 1, January 9, 2023
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 9, 2023. Mayor Benson began the meeting with a moment of silence, followed by a prayer and the Pledge of Allegiance. This public meeting is being recorded. Members answering roll call were Abby Gallion, Joseph Kammer, Justin Cline, Daniel Rouse, Molly Lehman and Josh Smith. Also attending the meeting were Village Solicitor Attorney Terry Seeberger, Navarre Police Chief Chad Shetler and Sergeant Daniel Kirby.

On the first order of business, Mayor Benson opened nominations for President Pro Temp for 2023. Ms. Gallion nominated Josh Smith for President Pro Temp for 2023. Mr. Kammer seconded Josh Smith for President Pro Temp for 2023. Mr. Kammer moved to close the nominations. Ms. Gallion seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Nominations closed.

Ms. Gallion moved to elect Josh Smith as President Pro Temp for 2023. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Josh Smith voted President Pro Temp for 2023.

Mr. Kammer moved to approve the minutes of the 21st Regular Session of Council held on December 5, 2022. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Minutes approved.

Mr. Rouse moved to approve the minutes of the 22nd Regular Session of Council held on December 19, 2022. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Minutes approved.

Mr. Smith moved to approve Council Rules for 2023. Mr. Kammer seconded to approve Council Rules for 2023. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Motion carried. Council Rules for 2023 approved.

ORDINANCE AND RESOLUTIONS
Resolution 2023-1, a resolution authorizing signatures for the Village accounts with Huntington Bank. Mr. Smith offered and moved to accept Resolution 2023-1. Mr. Cline seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-1 accepted.


Resolution 2023-2, a resolution creating the position of Village Fiscal Officer, replacing the position of Clerk-Treasurer. Mr. Smith offered and moved to accept Resolution 2023-2. Ms. Lehman seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-2 accepted.


Resolution 2023-3, a resolution authoring the Mayor and/or Village Administrator to pay village bills by due dates. Mr. Smith offered and moved to accept Resolution 2022-3. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-3 accepted.


Resolution 2023-4, a resolution authoring the second of ten payments to Perry Local for Hendrickson. Mr. Smith offered and moved to accept Resolution 2022-4. Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Resolution 2023-4 accepted.

SOLICITOR
Village Solicitor Attorney Terry Seeberger said he and Mr. Wisselgren still need to negotiate a contract with the engineer for the Waste Water Treatment Plant Expansion Project. He reported that he received a signed agreement from the County. He mentioned he anticipates he will again be appointed by the city of North Canton to the Health District Board of Directors and also stated he accepted a new position as the attorney for the Joint Solid Waste/Recycling Center.

MAYOR
Mayor Robert Benson made the following appointments for 2023 and requested council’s consent:

With the advice of Council, Mayor Benson appoints Jim Neely, Navarre Zoning Inspector for 2023 and requested Council’s consent. Mr. Rouse motioned and Mr. Kammer seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Consent given.

Cody Flarida, Navarre Police Auxiliary Unit. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Consent given.

Jeremy Lamply, Navarre Police Auxiliary Unit. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Consent given.

Daniel Yeager, Navarre Police Auxiliary Unit. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Consent given.

Justin Cline, Navarre-Bethlehem Park Board, as the Council Representative. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes. Consent given.

Ms. Lehman motioned to appoint Diane Alter as the Resident Representative on the Navarre-Bethlehem Park Board. Mr. Smith seconded. Gallion yes, Kammer yes, Cline yes, Rouse yes, Lehman yes, Smith yes. Six yes votes Motion carried.

Mayor Benson requested recommendations from Council for a replacement of Jim Savage as Trustee on the Navarre-Bethlehem Township Fire District Board.

Mayor Benson said an ad will be placed for the Village to fill the position of Fiscal Officer.

SAFETY POLICE
Police Chief Chad Shetler reviewed the yearly and monthly report with Council. He reported there were 189 assists and 685 extra patrols in 2022. He said traffic stops are down in numbers.

MISCELLANEOUS
Ms. Gallion said she sat in on the CDBG Workshop’s First Session and reviewed the first five applications. She also advised she is still working on the railroad project.

Mr. Cline inquired about the water situation, to which Mayor Benson advised the situation is clearing up.

Ms. Lehman reminded Council of “Coffee with Council” which is scheduled for January 21, 2023 from 9am-11am at Andersons. She also reminded Council that the Farm Preservation Presentation will be held at 6:30pm prior to the next Council Meeting on January 23, 2023. There will be a more extensive presentation on February 16, 2023 at 7pm, at a location to be determined.

Mr. Smith advised that he shared with all Council Members the minutes from the Finance Committee Meeting held December 19, 2022. He reported two Council Seats are opening up this year.

Mayor Benson advised there will be a visitation service from 9am-11am this Saturday at St. Clements Church and a Mass following for Anne Johnson.
