Session 15, August 7, 2023

Mayor Robert Benson called the 15th Regular Session of Council to order on Monday, August 7, 2023.  Mayor Benson began the meeting with a prayer and the Pledge of Allegiance.  This public meeting is being recorded.  Members answering roll call were Carla Carl, Joe Kammer, Justin Cline, Daniel Rouse, Molly Lehman and Josh Smith.  Also attending the meeting were Fiscal Officer Kim Meek-Obed, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Police Chief Chad Shetler, residents Andrew and Rhonda Nicewander, Geno Miller and Bill Miknis Jr. 

 

Mr. Smith motioned to approve the minutes as corrected of the 14th Regular Session of Council held on July 24, 2023.  Ms. Carl seconded.  Kammer yes, Rouse yes, Smith yes, Carl yes, Cline yes.  Ms. Lehman abstained.  Five yes votes.  Minutes approved.

 

PUBLIC PARTICIPATION

Bill Miknis Jr. spoke of his concerns about the truck traffic.  He said the detour signs are unclear and asked if anything could be done.  He also questioned where we are with the paving project.  Mr. Smith responded that paving is complete for 2023.

 

Geno Miller spoke to agree with Mr. Miknis Jr. regarding the truck traffic on Wooster Street.

 

Andrew and Rhonda Nicewander inquired as to what is going on with the property at 212 Park Street NW.  Attorney Terry Seeberger advised that he prepared a letter dated August 3, 2023 that Mr. Neely has in his possession.

 

FINANCE

Fiscal Officer Kim Meek-Obed reported the State Auditors are almost completely finished with the 2022 reconciliation and she hoped this will be completed by the end of the month.

 

ORDINANCE AND RESOLUTIONS

Resolution 2023-25, a resolution authorizing Northstar pay application No. 3, passed as an emergency.  Mr. Smith motioned to accept Resolution 2023-25 and pass same as emergency.  Ms. Lehman seconded.  Rouse yes, Cline yes, Lehman yes, Smith yes, Carl yes.  Six yes votes.  Motion carried.  Resolution 2023-25 accepted.

 

Ordinance 9-2023 withdrawn.

 

Ordinance 11-2023, an ordinance stating what services will be provided to the Hudson Drive Annexation, to be passed as an emergency.  Mr. Smith motioned to pass same as an emergency and Mr. Cline seconded.  Carl yes, Cline yes, Lehman yes, Smith yes, Kammer yes, Rouse yes.  Six yes votes.  Ordinance 11-2023 duly adopted.

 

Ordinance 12-2023, an ordinance enacting Regulation 90.28 which regulates cats and other domestic animals at large was given a second reading by title only.  Ms. Lehman stated an amendment she would like made prior to final reading.

 

Resolution 2023-26, a resolution relating to zoning issues for Blough Road Annexation.  Mr. Smith motioned to pass Resolution 2023-26 and pass same as an emergency.  Mr. Kammer seconded.  Rouse yes, Lehman yes, Cline yes, Kammer yes, Smith yes, Carl yes. Six yes votes. Motion carried.  Resolution 2023-26 accepted.

 

SOLICITOR

Village Solicitor Attorney Terry Seeberger said he still doesn’t have any word on the 629 Funding.  He has made several calls, but doesn’t have an answer yet.  He mentioned a year ago we nominated the Waste Water Treatment Plant for an upgrade.  Pam Ewing with RCAP is assisting the Village with a re-nomination.  She needs updated cost estimates on the plant. 

 

MAYOR

Mayor Benson said he went to the open house for Fairless High School and it’s a very nice, new school.

 

ADMINISTATOR

Administrator Zachary Wisselgren said he thinks new no parking from 7:00 am – 3:00 pm signs need to be placed at the bakery.  A discussion ensued about the current price of parking tickets and Council asked Attorney Terry Seeberger to draw up an ordinance amending a parking ticket violation to a $50.00 fee which increased to $75.00 after ten days unpaid.

 

MISCELLANEOUS

Mr. Cline advised there will be a Park Committee Meeting on August 21, 2023 at 6:30 pm.  He also said there is a golf scramble scheduled for October 8, 2023 at Spring Valley Golf Course.  Lastly, he said a new roof will be installed on the building at Navarre-Bethlehem Park on August 14,2023.

 

Ms. Lehman said she will be attending the CDBG Meeting.  She also spoke to Renee Veselenak from Rise Up Café and they scheduled the next “Coffee with Council” on September 16, 2023 from 9:00 am – 11:00 am at Rise Up Café.

 

Mr. Smith reported there was a Safety Committee Meeting today and there will be a follow-up Safety Committee Meeting on September 18, 2023 at 6:00 pm to discuss what was presented today.  Mr. Smith said he would like to prepare a letter of support for Nathan Blackwood regarding the Farmer’s Market he would like to bring to Navarre.  Mr. Smith added the next meeting is August 21, 2023 at 7:00 pm.

 

BILLS AND CLAIMS

Mr. Cline moved to approve bills and claims in the amount of $66,129.91.  Mr. Rouse seconded.  Smith yes, Carl yes, Kammer yes, Lehman yes, Rouse yes, Cline yes.  Six yes votes.  Motion carried.

 

Mr. Kammer moved to adjourn the meeting.  Ms. Carl seconded.   Smith yes, Lehman yes, Rouse yes, Cline yes, Kammer yes, Carl yes.  Six yes votes.   Meeting adjourned at 7:50 pm.
