Session 17, September 16, 2019
Mayor Robert Benson called the 17th Regular Session of Council to order on Monday, September 16, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Police Chief Dennis Albaugh, Navarre Police Captain Chad Shetler, Navarre Police Sergeant David Bertman, new Navarre Patrolmen Bryce Mohn and David Roberts, along with family and friends, Erie Valley Fire and Rescue Chief Rick Annen, Navarre Zoning Inspector Jim Neely, Independent Reporter Eric Poston and Tom Friedrichsen.
Mr. Netzly moved to approve the minutes of the 16th Regular Session of Council held on August 19, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved. PUBLIC PARTICIPATION Tom Friedrichsen reported that the convex mirror he requested back in July has not been put up yet. He presented a list of suppliers where you can order one online. He also stated the trees at 124 Wooster NW and 118 Wooster NW need trimmed. SAFETY FIRE Mayor Benson distributed the Erie Valley Fire and Rescue monthly report to Council. Chief Rick Annen advised that Erie Valley Fire and Rescue will have an open house and spaghetti dinner on October 19, 2019 from 4:00-7:00 pm. SAFETY POLICE Chief Dennis Albaugh distributed the monthly police report to Council. Chief Dennis Albaugh introduced Bryce Mohn and David Roberts to Council and requested their appointment to the Navarre Police Department Auxiliary Unit. Mayor Benson appointed Bryce Mohn to the Auxiliary Unit and requested Council’s consent. Winkhart yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Appointment carried. The mayor then administered the Oath of Office. Chief Dennis Albaugh reported that work is continuing on the Capture Community Surveillance Program. Chief Dennis Albaugh also reported the department is bringing back the Safety Pup Program and Captain Chad Shetler is starting another sweatshirt fundraiser. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, the August financial statements and the bills and claims. Anne Johnson reported the Village received a check from FirstEnergy Solutions per terms of our contract as our annual civic grant in the amount of $2,458.00. SOLICITOR Navarre Village Solicitor Attorney Terry Seeberger reported that he is waiting for details on a proposed Tax Increment Financing Agreement and a Memorandum of Understanding with regards to infrastructure from the Stark Board of Trade. ZONING INSPECTOR Zoning Inspector/Property Maintenance Officer Jim Neely reported that he has been in communication with an engineering firm for a cell tower in the industrial park. He also advised that the Prosecutor is set to move forward with action for a property owner on Canal Street East. MAYOR Mayor Benson said he received a request for a donation from the Fairless Food Cupboard for the Annual Toy Drive. Last year the Village donated $1,000.00 to the Toy Drive. Mr. Netzly motioned to donate $1,000.00 to the Fairless Food Cupboard for their Annual Toy Drive. Ms. Keith seconded. Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Winkhart abstained. Five yes votes. Motion carried. Mayor Benson reported that one of the fifty-five boxes that were returned following Trump’s negotiations with North Korea contained a local soldier. Army Sergeant Vernon Judd was from Navarre (Elton). The services will be at Spidell Funeral Home, located at 209 Chestnut Street NW in Brewster, on September 24, 2019 at 11:00 am. Burial with full military honors will follow at 1:00 p.m. at the Ohio Western Reserve National Cemetery in Rittman. The Ohio Western Reserve Cemetery has blocked off the entire afternoon for this ceremony. The ceremony will be at the main flagpole. The headstone will already be in place. Calling hours will be held on September 23, 2019 from 6:00-8:00 pm at Spidell Funeral Home in Brewster. Mayor Benson shared the story of William Shadish, who wrote the book “When Hell Froze Over”. William Shadish was a physician who kept records of the prisoners as they came into the prison camp in the Korean War. Mayor Benson reported that Trick or Treat in the Village will be held October 31st from 6:00 – 7:00 pm, followed by a Community Halloween Party at the Towpath Trail YMCA at 7:00 pm. MISCELLANEOUS Ms. Winkhart reported that the VFW will have a reception Tuesday after the service in Rittman. Ms. Urbach reported that they are getting ready to paint some equipment at Navarre-Bethlehem Park. She also reported that the Golf Outing will be held October 6, 2019 and that Music in the Park has been canceled for October 5, 2019. Mr. Rouse questioned if it would be possible to get Sarta to make a stop in Navarre. He reported that some Nickles Bakery employees walk to Menards to get on the bus. Mr. Netzly stated that the road in Navarre-Bethlehem Park needs repaired. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $328,149.71. Ms. Keith seconded.
