Session 10, May 20
Mayor Robert Benson called the 10th Regular Session of Council to order on Monday, May 20, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Randy Hattery, Robin Keith, Daniel Rouse and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Chief Rick Annen, Independent Reporter Eric Poston and Bethlehem Township Trustee Jim Urbach.
Ms. Keith moved to approve the minutes of the 9th Regular Session of Council held on May 6, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Mr. Rouse abstained. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Jim Urbach shared with Council the funding breakdown for the Nature Works Grant. The Township passed a resolution tonight showing the split of costs with the Village, if the grant is awarded. Mr. Netzly motioned, Mr. Berkey seconded to have the mayor sign a similar resolution for the Village, Resolution 2019-3. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Resolution 2019-3 accepted. Mr. Urbach expressed his happiness that the increase of income tax was passed. SAFETY FIRE Erie Valley Fire and Rescue Chief Rick Annen reviewed the monthly report of Navarre-Bethlehem Joint Fire District and Erie Valley Fire and Rescue with Council. He also reported the new fire station is coming along. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger said that he and Mayor Benson went to the AT&T arbitration last week. The Arbitrator awarded the Village $9,649.12. ORDINANCE AND RESOLUTIONS Resolution 2019-1, a resolution requesting Stark County to lower the speed limit on Hudson Drive adjacent to the Navarre-Bethlehem Community Park. Ms. Winkhart offered and moved to accept Resolution 2019-1. Mr. Hattery seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Resolution 2019-1 accepted. Resolution 2019-2, a resolution awarding the bid for a modular water booster station to USEMCO, Inc. Mr. Netzly offered and moved to accept Resolution 2019-2. Ms. Winkhart seconded. Ordinance 11-2019, an ordinance enacting Regulation 97.171 imposing additional income tax, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 11-2019 and declared same to be an emergency. Ms. Keith seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Motion carried. Ordinance 11-2019 duly adopted. MAYOR Mayor Robert Benson said the USDA will begin the Oral Rabies Vaccine (ORV) baiting in our area. The oral bait will be dropped from a fixed-wing aircraft and helicopters from May 19, 2019 through May 25, 2019 within specified areas of Stark County. Mayor Benson shared information on two new signs for the new Navarre Police Station. Mayor Benson advised that Village Administrator Zachary Wisselgren and Council Member Derek Netzly are to meet with the Massillon Zoning Department. STREETS AND ALLEYS Village Administrator Zachary Wisselgren reported the storm sewers on Basin Street will be finished in June. T. Rowley Tree Service has removed all the trees that were on the list. The road in front of the docks at Nickles Bakery has been repaired. The next street sweep of the year will be next Wednesday, May 22nd in the early morning hours. Residents are asked to park off the street the night before. UTILITIES Village Administrator Zachary Wisselgren reported the Environmental Protection Agency conducted a sanitary survey at the Water Treatment Plant. The sludge press located at the Waste Water Treatment Plant is back in service. MISCELLANEOUS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am. Mr. Netzly inquired about mosquito spraying in the Village. Ms. Winkhart wanted to remind everyone that the Memorial Day Parade is Monday. Mr. Berkey would like to thank everyone that voted in favor of the income tax increase. Mr. Hattery reported that South Street is washed out again. He also asked who will be enforcing the grass ordinance and he mentioned that Lowes in Massillon is donating a refrigerator for the Civic Center. He expressed his thanks towards Lowes in Massillon and advised they may be able to send some people down to do work at the Civic Center.
