Session 19, October 21,2019
Mayor Robert Benson called the 19th Regular Session of Council to order on Monday, October 21, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Solicitor Attorney Terry Seeberger, Village Administrator Zachary Wisselgren, Erie Valley Fire and Rescue Chief Rick Annen and Independent Reporter Eric Poston.

Mr. Netzly moved to approve the minutes of the 18th Regular Session of Council held on October 7, 2019. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved.

SAFETY FIRE
Erie Valley Fire and Rescue Chief Rick Annen distributed the monthly report to Council.

Mr. Netzly questioned Chief Rick Annen about a disaster plan for the Village. Chief Annen advised that Wheeling and Lake Erie Railroad has a plan, along with Stark County. He also said there could be a meeting with Stark County to plan a practice run.

Chief Rick Annen reported that the Fire Department Open House went well and said he is hopeful there will be 24/7 coverage by the first of the year.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims.

ORDINANCE AND RESOLUTIONS
Resolution 2019-5, a resolution accepting the amounts and rates as determined by the Budget Commission. Ms. Winkhart offered and moved to accept Resolution 2019-5. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Resolution 2019-5 accepted.

Resolution 2019-6, a resolution authorizing advertisement and public bid notice for Sterilite Street extension. Mr. Netzly offered and moved to accept Resolution 2019-6. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Resolution 2019-6 accepted.

Ordinance 19-2019, an ordinance amending Ordinance 1-2019, part-time pay. Ms. Winkhart moved to accept Ordinance 19-2019. Mr. Netzly seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

Ordinance 20-2019, an ordinance amending Ordinance 4-2018, water service rates. Ms. Winkhart moved to accept Ordinance 20-2019. Mr. Rouse seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

Ordinance 21-2019, an ordinance amending Regulation 50.01, sewer service rates. Ms. Winkhart moved to accept Ordinance 21-2019. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.
Ordinance 22-2019, an ordinance amending Sections 90.16 and 95.52 (C) and enacting new Section 93.95 of Village Regulations. This section regulates how police handle loud dogs and open burning complaints. Mr. Netzly moved to accept Ordinance 22-2019. Ms. Urbach seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

SOLICITOR
Navarre Village Solicitor Attorney Terry Seeberger explained that Resolution 2019-6 will extend Sterilite Street along with storm sewers, sanitary sewers and water lines for future development. Funding will come from JRS funds, Ohio Developmental Services, ODOT and Tax Incentive Financing. Attorney Terry Seeberger also reviewed the proposal to advertise for bids.

Attorney Terry Seeberger reported the Zoning Board of Appeals met last week and approved a variance.

SREETS AND ALLEYS
Leaf pick-up has started and runs through December 6th. After December 6, 2019 leaves must be bagged.

Residents should take their brush to the yard waste pit located at the Waste Water Treatment Plant.

UTILITIES
The sewer line for Prospect Park is complete.

A contractor has started the water line for Prospect Park.

The excavator was repaired by Leppo.

The Booster Pump Station is scheduled to be here November 15th.

MAYOR
Mayor Benson received a “Thank You” note from the Judd Family and St. John Church regarding Gene Dummermuth.

Mayor Benson advised the police would like the names of people who have volunteered to assist with traffic control during the Christmas in the Village Parade. They will meet at 9:00 am at the new Police Station, prior to the parade.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.

Ms. Winkhart reported there is Strengthening Stark Meeting at the YMCA this Friday.

Ms. Winkhart asked what could be done to get SARTA to run a route in the Village.

Mr. Netzly said the holes need filled in the road that runs through the park.

BILLS AND CLAIMS
Ms. Keith moved to approve bills and claims in the amount of $42,594.68. Mr. Berkey seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved.
