Mayor Robert Benson called the 6th Regular Session of Council to order on Monday, March 18, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Randy Hattery, Robin Keith, Daniel Rouse and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Erie Valley Fire and Rescue Captain Chris McGeorge, Lieutenant Ryan Shanower, Navarre Zoning Inspector Jim Neely and Independent Reporter Arezou Vakili.

Ms. Keith moved to approve the minutes of the 5th Regular Session of Council held on March 4, 2019. Mr. Hattery seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved.

SAFETY FIRE
Erie Valley Fire and Rescue Lieutenant Ryan Shanower reviewed the monthly fire department report with council. He is also the fire inspector and continues to work with the area businesses to bring them into compliance with state rules.

Village Administrator Zack Wisselgren reiterated that he needs to be contacted if the fire department needs water for a fire and they discussed getting water from the river.

Lieutenant Ryan Shanowever suggested it would be good to have a Remind text for the residents in case of an emergency.

Lieutenant Ryan Shanower reported that the new radios are working well.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that the American Arbitration Association has scheduled a hearing for May 16, 2019 on the AT&T matter, unless a resolution occurs prior to the meeting.

Village Solicitor Attorney Terry Seeberger gave a brief history of the JEDD dating back to 1994. We have a new water system, the joint fire district, a new police station and an active property maintenance program. In the next chapter for the Village, the Stark Board of Trade and the Stark Developmental Board has been working on landing a potential industrial development with up to 300 jobs. To land a deal like this, Council may be requested to consider two proposals: An Ohio Enterprise Zone Agreement and a Tax Credit Agreement. Water and sewer extensions will be needed. The first development in any new industrial park is a magnet for others to follow.

EXECUTIVE SESSION
At 7:35 pm Mr. Netzly motioned to go into Executive Session with the Solicitor and the Administrator to discuss pending or imminent court action. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried.

At 7:50 pm Mr. Netzly motioned to come out of Executive Session. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. No action was taken.



STREETS AND ALLEYS
Village Administrator Zachary Wisselgren stated he met with the paving contractor. Ohio Street should be paved by the end of April. Basin Street will be next to be paved.

The Street Department continues to do patch work. Keeferview is on the list for patch repairs as well as patch work on State Route 21 from the water main leak.

UTILITIES
The clarifiers were cleaned last week at the Waste Water Treatment Plant.

The land auction went well. We received $6490 an acre at auction for the Day Avenue properties.

MISCELLANEOUS
Village Administrator Zachary Wisselgren reported that he talked with an arborist and the Tree Committee is to prepare a list of trees in question.

Village Administrator Zachary Wisselgren advised that we might have to spend some money at Prospect Park for a booster station.

Council members discussed erosion at the park and the bridge in the gulley park.

Ms. Winkhart wanted to thank Jim Urbach for his twenty years of service.

Mr. Hattery asked about getting lettering on the Village trucks.

Mr. Rouse reported that the Property Maintenance Committee met and they would like to send letters to the prosecutor regarding some properties in the Village. Mr. Rouse motioned, Ms. Keith seconded sending letters to the prosecutor regarding certain properties within the Village. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried.

The Park Committee will meet to look at the possibilities for Underwood Park. Mayor Benson thinks Kiwanis Park would make a good dog park.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $48,578.30. Ms. Keith seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved.
