Session 4, February 18, 2019
Mayor Robert Benson called the 4th Regular Session of Council to order on Monday, February 18, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Randy Hattery, Robin Keith and Derek Netzly. Daniel Rouse was excused from the meeting. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Police Chief Dennis Albaugh, VONBA President Adam Marcelli, Navarre Zoning Inspector Jim Neely, Independent Reporter Arezou Vakili, Ryan and Logan Barkan and Alison Rosenberg.
Mr. Netzly moved to approve the minutes of the 3rd Regular Session of Council held on February 4, 2019. Ms. Keith seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Minutes approved. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. Clerk-Treasurer Anne Johnson presented information regarding the Stark County Regional Planning Dinner to be held on March 20, 2019. ORDINANCE AND RESOLUTIONS Ordinance 2-2019, an ordinance of 2019 Permanent Appropriations $5,717,268.55 was given a third and final reading. Ms. Winkhart motioned to approve Ordinance 2-2019. Mr. Berkey seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance 2-2018 duly adopted. Ordinance 3-2019, an ordinance regulating Itinerant Retailers, repealing Ordinance 10-2018 and 23-2018, was given a second reading by title only. Ordinance 28-2018, an ordinance licensing collectors of solid waste and recyclables, was given a third and final reading. Mr. Netzly motioned to approve Ordinance 28-2018. Mr. Hattery seconded. Winkhart yes, Berkey yes, Hattery yes, Keith yes, Netzly yes. Five yes votes. Motion carried. Ordinance 28-2018 duly adopted. MAYOR Mayor Robert Benson explained that attendee Logan Barkan is in the Boy Scouts working on his Citizenship in the Community merit badge. One of the requirements is to attend a local council meeting to meet the leaders and understand the general topics for his report. STREETS AND ALLEYS Our engineer has a cost estimate ready for the Municipal Road Fund. He has estimated an approximate cost of $300,000.00 for the Canal Street project. Thompson Electric went over the traffic signals with Village Administrator Zachary Wisselgren and Navarre Police Captain Chad Shetler. UTILITIES A new water meter was installed at the Navarre Village Mobile Home Park. The bobcat skid steer has been repaired. MISCELLANEOUS A new contract was signed with Republic Waste for trash pickup. A new contract was signed with Miller for port-a-john services within the Village. Zoning Inspector Jim Neely reported that there will be a Zoning Board of Appeals hearing on March 11, 2019 at 7:00 pm in regards to 47 Canal Street West. A discussion developed over a budget for the 2019 tree work. Recommendations are needed from an arborist. A list of trees is being created from residents requests. The Tree Committee will further discuss this issue. Mayor Benson wished his wife, Patsy Benson, a Happy 52nd wedding anniversary. Mayor Benson thanked Zachary Wisselgren and Anne Johnson for coming to the council meeting on their day off. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $52,377.97.
