Session 15, August 5, 2019
Mayor Robert Benson called the 15th Regular Session of Council to order on Monday, August 5, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Don Berkey, Liz Urbach, Robin Keith, Daniel Rouse and Derek Netzly. Also attending the meeting were Village Administrator Zachary Wisselgren, Clerk-Treasurer Anne Johnson, Navarre Police Chief Dennis Albaugh, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Zoning Inspector Jim Neely, Independent Reporter Eric Poston, Jason Pumneo and Alison Rosenberg.

Mr. Netzly moved to approve the minutes of the 14th Regular Session of Council held on July 15, 2019. Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Minutes approved.

PUBLIC PARTICIPATION
Jason Pumneo spoke to Council about Fairless Midget Football, football equipment and building maintenance needs. Mr. Netzly motioned to donate $500 to Fairless Midget Football and Ms. Winkhart seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried.

SAFETY POLICE
Chief Dennis Albaugh distributed the monthly police report and speed sign report to Council. Chief Albaugh spoke about the Capture Program, where residents can register to share their camera surveillance with the police.

Chief Dennis Albaugh advised that the police have been accepted for a 75% State Vest Grant for 2020.

Chief Dennis Albaugh reported that the roof at the police station needs repaired. He said the front part of the roof has been fixed, but the rest will be done next year.

Chief Dennis Albaugh explained that in the future, a door will be put in place where the ATM machine was removed at the police station.

Chief Dennis Albaugh mentioned that the National Night Out is tomorrow at Target between 5:00-8:00 pm.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, July financial statements and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 12-2019, an ordinance adopting and enacting 2019 Ohio Basic Code and supplement to, was given a third and final reading. Mr. Netzly motioned to approve Ordinance 12-2019. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Motion carried. Ordinance 12-2019 duly adopted.

Ordinance 13-2019, an ordinance enacting Regulation 151.54 Cell Tower Placement and Construction, was given a second reading by title only.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $198,479.86. Ms. Keith seconded. Winkhart yes, Berkey yes, Urbach yes, Keith yes, Rouse yes, Netzly yes. Six yes votes. Bills and claims approved.
