Session 1, January 7, 2019
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 7, 2019. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Derek Netzly, Daniel Rouse, Robin Keith, Randy Hattery, Don Berkey and Pat Winkhart. Also attending the meeting were Clerk-Treasurer Anne Johnson, Navarre Village Solicitor Attorney Terry Seeberger, Navarre Police Chief Dennis Albaugh, Stark County Treasurer Alex Zumbar, Stark County Deputy Treasurer Jim Wallace, Navarre Zoning Inspector Jim Neely, Darrel Appleby of Darrel’s Disposal and Independent Reporter Arezov Vakili.
On the first order of business, Ms. Keith motioned to open nominations for President Pro Temp for 2019. Ms. Winkhart nominated Derek Netzly for President Pro Temp for 2019. Mr. Berkey seconded. Mr. Hattery nominated Pat Winkhart, Ms. Keith seconded. Ms. Winkhart moved to close the nominations. Mr. Netzly seconded. Netzly yes, Rouse yes, Keith yes, Hattery yes, Berkey yes, Winkhart yes. Ms. Winkhart moved to approve the minutes of the 24th Regular Session of Council held on December 17, 2018. Mr. Netzly seconded. PUBLIC PARTICIPATION Mr. Zumbar spoke to Council regarding the Fix-It Funds Program in which low interest loans are available for Stark County Property owners for property improvements. Mr. Appleby spoke to Council about the ordinances involving heavy vehicles in the alleys and the licensing of the trash collectors. His truck is inspected and licensed by Stark County. He also discussed bonding and liability insurance. SAFETY POLICE Police Chief Dennis Albaugh distributed the monthly and yearly report to council and reviewed same. Police Chief Dennis Albaugh reported a 30% increase in call volume for the year. He distributed speed reports to Council. Police Chief Dennis Albaugh requested the appointment of the following officers to the Navarre Police Department Auxiliary Unit for 2019: Patrolman Dan Kirby, Joshua Barrick, Jason Crawford and Elizabeth Hughey. Consent given. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the December financial statements and the bills and claims. ORDINANCE AND RESOLUTIONS Ordinance 21-2018, an ordinance permitting Navarre-Bethlehem Community Park Board to appoint two members to the board, as opposed to the appointment of one member, was given a second reading by title only. Ordinance 23-2018, an ordinance regulating Itinerant Retailers, amending Ordinance 10-218 and Regulations 112.14, 112.15 and 112.99 and creating new Regulation 11.19 was given further discussion. Mr. Hattery advised he researched the businesses in the Village and found only 32% of them are members of the Village of Navarre Business Association. Council members discussed the purpose of the ordinance. Mr. Hattery offered and moved to accept Ordinance 23-2018. Mr. Berkey seconded. Ordinance 24-2018, an ordinance regulating the use of the Village streets and alleys by heavy vehicles and hours of operation of collectors and haulers of solid waste. Five yes votes. Motion carried. Ordinance tabled. Ordinance 28-2018, an ordinance licensing collectors of solid waste and recyclables. Ordinance tabled. Ordinance 1-2019, an ordinance increasing stipend of Income Tax Administrator, to be passed as an emergency. Mayor Robert Benson reminded Council that minutes need to be taken during any of the Committee Meetings. Mayor Robert Benson reported the tax levy is on the ballot for the May 7, 2019 Special Election. He advised that Town Hall meetings need to be scheduled and a fact sheet needs created and mailed out to the residents. STREETS AND ALLEYS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am. The Street Department is compiling a list for pothole repairs. Christmas tree pickup in the Village will run through January 18, 2019. The Street Department repaired the alley behind John Jogerst’s house. UTILITIES The auctioneer has suggested we have the Day Avenue property brush-hogged before the sale. Village Administrator Zack Wisselgren contacted a local farmer who agreed to perform the service. The sale date of the Day Avenue property is set for March 19, 2019. The Water Plant project is closed out. The $300,000.00 grant money leftover will be applied to the principle and reserve. MISCELLANEOUS Village Administrator Zack Wisselgren would like to arrange a Utilities Committee Meeting to discuss industrial rates for water and sewer. Village Administrator Zack Wisselgren noted an asset management plan is required for the Water Treatment Plant. Village Administrator Zack Wisselgren reported the Tree Committee needs to update ordinances. Village Administrator Zack Wisselgren advised he is writing a new permit for the storm water. Village Administrator Zack Wisselgren advised the Worker’s Compensation Report is due by the end of the month.
