Session 4, February 17, 2020
Mayor Robert Benson called the 4th Regular Session of Council to order on Monday, February 17, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Daniel Rouse, Joshua Smith and President Pro Temp Derek Netzly. Liz Urbach was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Zoning Inspector Jim Neely and Navarre Bethlehem Park Board Member Vicki Owen-Merry.
Mr. Netzly moved to approve the minutes of the 3rd Regular Session of Council held on February 3, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Minutes approved. PUBLIC PARTICIPATION Vicki Owen Merry of the Navarre Bethlehem Park Board spoke to Council about the Veteran’s Memorial Brick Pathway at Navarre Bethlehem Park. The Petty Family was contacted and they have no objections to the project. Mr. Netzly motioned, Mr. Cline seconded to grant permission for the Park Board to proceed with the project. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims. She said the Village received a donation request from the Fairless Mother’s Day 5k walk/run committee. She also mentioned that the 2020 Stark County Regional Planning Dinner is scheduled for March 18, 2020. ORDINANCE AND RESOLUTIONS Ordinance 3-2020, an ordinance of appropriations for 2020, was given a second reading by title only. Ordinance 4-2020, an ordinance approving adoption of American Legal Publishing’s Ohio Basic Code 2020, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 4-2020 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted. Ordinance 4-2020, Ms. Winkhart moved, Mr. Netzly seconded rules requiring three separate readings of Ordinance 4-2020 be suspended. Ordinance 4-2020 duly adopted. SOLICITOR Village Solicitor Attorney Terry Seeberger reported this is the fourth year of the five year fire levy. He said Erie Valley Board of Trustees will be placing a levy on the November ballot for renewal. ZONING Village Zoning Inspector Jim Neely reported the property at Bender Street and Cedarmont Street is looking better and construction is set to start on the new home. STREETS AND ALLEYS Village Administrator Zachary Wisselgren reported the Street Department will do patching this week. UTILITIES Village Administrator Zachary Wisselgren reported the Water Booster Station was started up last Wednesday. A flow test will be done at Hendrickson soon. He also reported he met with Stark County Sewer last Thursday and that our engineer will prepare preliminary upgrade plans to be sent to the County Commissioners for approval. Zachary Wisselgren reported the Sewer Plant is structurally sound and that a clarifier is greatly needed along with pumps and controls that are at the end of their life expectancy. He said Dustin Taylor, Waste Water Superintendent, is working with Mids and Nickles on the solids that they are sending to the Waste Water Treatment Plant. MAYOR Mayor Benson advised that Council must reappoint Liz Urbach to the Navarre Bethlehem Community Park Board. Ms. Winkhart motioned, Mr. Netzly seconded to appoint Liz Urbach to the Navarre Bethlehem Community Park Board. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion approved. Mayor Benson appointed Justin Cline to replace Daniel Rouse on the Park Board. Mayor Benson said he will be live and local tomorrow at 10:00 am on WHBC. MISCELLANEOUS Ms. Winkhart said she would like there to be a resolution in support of the Stark Parks Levy on behalf of the Village. The Street Committee has decided to put out for bid paving of Cliftwood, Hawthorne, Plainmont, Jacob, Oakbrook and Bender West of Market. Mr. Rouse motioned, Mr. Smith seconded to work with Pepsi for two pop machines. One to be placed at the Navarre Bethlehem Park and one by the basketball courts. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Mr. Netzly said he met with the Director of HAZMAT for the Wheeling and Lake Erie Railroad. He is working to set up a meeting in March for a course of action in the event of a derailment. The Police Chief, Fire Chief and area businesses will be invited to attend the meeting.
