Session 16, September 21, 2020
Mayor Benson called the 16th Regular Session of Council to order on Monday, September 21, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Josh Smith and President Pro Temp Derek Netzly. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Navarre Police Chief Dennis Albaugh, Erie Valley Fire and Rescue Chief Rick Annen and Village Administrator Zachary Wisselgren.

Ms. Winkhart moved to approve the minutes of the 15th Regular Session of Council held on August 17, 2020. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Rouse abstained. Five yes votes. Minutes approved.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, bills and claims and the August financial statements. Anne Johnson initiated a conversation regarding ways to use Cares Act Fund money. Council would like to help the small businesses located in the Village. The Cares Act Committee will meet to discuss and create an application to send out to businesses.

SAFETY FIRE
Chief Rick Annen distributed the monthly Fire Report to Council. Fire Department of the Year award was received by Erie Valley on September 14, 2020. This award reflects a community effort in the creation of the fire district. Five years ago the average response time was seventeen minutes. Today that average is less than five minutes. Erie Valley is going to receive disaster bags from the Emergency Management Agency and those bags will be distributed to schools, police cruisers and the YMCA. As of October 1, 2020, Rick Annen will be president of the Stark County Fire Chiefs Association. Pumpkins can be purchased at the Fire Station. Mr. Netzly motioned for Trick or Treat to be held in the Village on October 29, 2020 from 6:00 pm to 7:30 pm. Ms. Urbach seconded. SAFETY POLICE
Police Chief Dennis Albaugh reviewed the monthly Police Report. Mr. Netzly requested Sergeant Bertman attend the Finance Committee Meeting scheduled for October 5, 2020 at 6:00 pm. Chief Albaugh reported he is working with the Ohio Collaboration Board to get certified by then end of the year.

SOLICITOR
Village Solicitor Attorney Terry Seeberger advised that Ordinance 17-2020 creates a tax increment finance zone for the remainder of Prospect Park. Regarding Resolution 2020-9, which is a site plan for a potential planned warehouse distribution center; developers need assurance that expansion plans will be approved by the Zoning Inspector. Attorney Terry Seeberger said he is preparing Ordinance 20-2020 to clarify Ordinance 8-2020, amending Navarre Codified Municipal Regulation 151.51(B). He also said he may need an Enterprise Zone Agreement and a Job Creation Agreement as was needed with Hendrickson.

Ordinance 14-2020, an ordinance amending residential water and sewer deposits, was given a second reading by title only.
Ordinance 17-2020, an ordinance establishing Prospect Park 10011396-1201235 non-school TIF authorizing financing of public infrastructure improvements, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 17-2020 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Resolution 2020-9, a resolution adopting site plan and approving the Planning Commission resolution dated September 17, 2020, Prospect Park tax parcels 1201235 and 10011396. Resolution 2020-10 a resolution authorizing payment to Stark Board of Trade per Cooperative Development Agreement. Mr. Netzly offered and moved to accept Resolution 2020-10. Ms. Winkhart seconded. MAYOR
Mayor Benson reported he accepted the resignation of Auxiliary Patrolman Scott L. Stamets. He said Stark County has only about 74% of people counted and Navarre is 76.7% counted for the 2020 Census. Also he reported he received a letter of appreciation for the Navarre Police Department written by Rebecca Richey, RN.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported the last day for brush pick-up is today. Leaf pick-up begins October 12 and the last Street Sweep will be September 30th.

UTILITIES
Village Administrator Zachary Wisselgren reported that sampling has been completed for the year for water and that Final Tanks have been drained and cleaned at the Waste Water Treatment Plant.

MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am.

Zachary Wisselgren said we will be selling a lot, two garages, a police car, two trucks and a bucket truck at auction. The auction date is set for October 19, 2020 and he requested permission from Council to sign all the necessary paperwork required for the auction and minimum bid. Mr. Netzly motioned to approve, Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.

Zachary Wisselgren asked Council what they would like to do with the old fire truck.

Mosquito spraying will take place in the Village on Thursday, October 1, 2020.

Ms. Winkhart stated Jacob Street is in need of some work.

Mr. Netzly motioned to donate $2500.00 of Cares Fund Money to the Fairless Food Cupboard. Mr. Cline seconded. Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Winkhart abstained. Five yes votes. Motion carried.

Ms. Urbach reported the Navarre Bethlehem Park will host the Fairless Scholarship Golf Outing on October 11, 2020.

Mr. Netzly requested a Finance Committee Meeting on October 5, 2020 at 6:00 pm. He also stated that there is rubbish at the donation bin located behind Village Hall.

Mr. Netzly moved to approve bills and claims in the amount of $638,260.78. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
