Session 12, July 6, 2020
Mayor Benson called the 12th Regular Session of Council to order on Monday, July 6, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Daniel Rouse, Joshua Smith and President Pro Temp Derek Netzly. Liz Urbach was excused from the meeting. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Police Chief Dennis Albaugh, Captain Chad Shetler, Sergeant David Bertman, Patrolman Matthew Amendola and Dan Kirby, Auxiliary Officers Tia Cruise, Jordon Starcher, Alison Rosenberg and family and friends.

Mr. Netzly moved to approve the minutes of the 11th Regular Session of Council held on June 15, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Minutes approved.


FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, the June financial statements and the bills and claims.

SAFETY POLICE
Chief Albaugh distributed the monthly police report. He gave thanks to Clarence Cole for installing a new door at the Police Station that was donated. He reported the department received a Glock Grant of $5,400.00 to purchase guns. He is working with the Ohio Collaborative Board to become certified as a law enforcement agency. Since we use Lexipol, many of the requested polices are already in place. Sergeant Bertman is working on a grant for new cruisers.

Chief Albaugh presented to Council that he would like Patrolman Amendola and Patrolman Kirby promoted to Detectives. He advised Patrolman Amendola and Kirby would be replacing Detective Fisher, who has moved the to the Stark County Sheriff’s Department. Mayor Benson appointed Patrolman Amendola and Kirby to Detectives and requested Council’s consent. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Appointment carried. Mayor Benson gave Detectives Amendola and Kirby their new badges.

Chief Albaugh presented to Council that he would like Patrolman Cruise to be promoted from the Navarre Auxiliary Unit to a full-time Officer. Mayor Benson appointed Patrolman Tia Cruise to a full-time position with the Navarre Police and requested Council’s consent. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Appointment carried. Mayor Benson gave Patrolman Tia Cruise the Oath of Office.

Chief Albaugh presented to Council that he would like to appoint Alison Rosenberg to the Navarre Police Auxiliary Unit to replace Jason Crawford who just resigned from the Unit. Mayor Benson appointed Alison Rosenberg to the Navarre Police Auxiliary Unit and requested Council’s consent. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Appointment carried. Mayor Benson gave Patrolman Alison Rosenberg the Oath of Office.


ORDINANCE AND RESOLUTIONS
Ordinance 11-2020, an ordinance enacting and adopting a supplement to the Code of Ordinances for the Village of Navarre was given a third and final reading. Mr. Netzly offered, Ms. Winkhart seconded Ordinance 11-2020 be placed in final passage. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Ordinance 11-2020 declared duly adopted.
Resolution 2020-4, a resolution authorizing payment of United Earthworks pay application #3. Mr. Netzly offered and moved to accept Resolution 2020-4. Ms. Winkhart seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Resolution 2020-4 accepted.

MAYOR
Mayor Benson reminded everyone to get their Census information submitted. He also stated that Claudia Anderson of VONBA reported that no dues will be collected this year. VONBA will be distributing $2000.00 among local businesses who submit an application.

MISCELLANEOUS
Ms. Winkhart reported there was an article in the newspaper about Claudia Boughman and the new park equipment at Navarre-Bethlehem Park. She also said she has received complaints about the weeds along the creek bed. She asked if the street bids are ready to go out.

Mr. Smith stated more trash cans are needed at the Navarre-Bethlehem Park. He also reported that Columbia Gas may be requesting and easement in the Gully Fields to maintain their line.

Mr. Netzly said he has received complaints about the Street Sweeper not using water. He has also received complaints regarding Village Hall not open to the public when taxes are due July 15, 2020.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $74,160.56. Mr. Smith seconded. Winkhart yes, Cline yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Bills and claims approved.
