Session 3, February 3, 2020

Mayor Robert Benson called the 3rd Regular Session of Council to order on Monday, February 3, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Joshua Smith and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Zoning Inspector Jim Neely and Navarre Bethlehem Park Board Member Vicki Owen-Merry.

Mr. Netzly moved to approve the minutes of the 2nd Regular Session of Council held on January 20, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Minutes approved.

PUBLIC PARTICIPATION
Vicki Owen Merry of the Navarre Bethlehem Park Board advised she would like to schedule a clean-up day for March 28, 2020 in preparation of the Easter Egg Hunt on April 11, 2020. She also said the Park Board would like permission to make a Veteran’s Memorial brick pathway around the flag pole. She advised the Park Board would pursue a grant to pay for the project. Mr. Netzly said that he thinks the Petty Family should be notified since they supplied the flag pole. After some discussion, Mr. Netzly motioned to table the decision until the next meeting. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Motion carried.

SAFETY POLICE
The monthly report for Navarre Police Department was distributed to Council.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the January financial statements and the bills and claims. She also shared a link for the online Ohio Ethics Law E-Course. Anne Johnson announced that Katherine Gessner, President of MCTV gave a yearly franchise gift to the Village General Fund in the amount of $2,500.00.

ORDINANCE AND RESOLUTIONS
Ordinance 3-2020, an ordinance of appropriations for 2020. Mr. Rouse moved to accept Ordinance 3-2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that LifeCare is cutting the ribbon at the new dental clinic in Massillon tomorrow.

ZONING
Village Zoning Inspector Jim Neely reported the feed mill property is in the hands of the Prosecutor’s Office. He said the property on East Canal Street has been cleaned up and that he sent a letter to the property owner on South Street regarding debris. He also reported that he approved a new sign for the NAPA Store. Mr. Neely advised that a new house will be constructed at Jacob and Cedarmont and that he has been in contact with the actual owner of the property on Bender and that they want to be in compliance.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported the Street Department did some work patching today. He also requested a Street Committee Meeting for Monday, February 17, 2020 at 6:00 pm.

UTILITIES
Village Administrator Zachary Wisselgren reported that six hundred tons of slag was brought in for the road to the Booster Station so that the electric company can come in and do their work. He said USEMCO will be in on February 12, 2020 for startup. He thanked the employees of both the Sewer and Street Departments for their work on the road.

MAYOR
Mayor Benson distributed the assignments for the 2020 Council Committees.

MISCELLANEOUS
Bethlehem Township Trustee Jim Urbach arrived to the meeting at 7:30 pm. He reported that Bethlehem Township is moving forward with the Nature Works Grant. An additional $4,200.00 is needed to relocate and remove park equipment. Ms. Winkhart motioned and Ms. Urbach seconded to pay for the additional work. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Mr. Urbach stated work will also be done on the bridge at the park. He said that the volunteers who help on clean-up day at the park will count towards In-Kind Work Contributions for the park grant. He also said that this grant would not have been received without all of the help given by Debbie Lehman.

The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am.

Village Administrator Zachary Wisselgren reported he is meeting next week with Stark County Sewer and Village Engineer Don Dummermuth regarding upgrades for the Waste Water Treatment Plant. He also advised the Village will have its own Village wide clean-up day which will be scheduled closer to Earth Day for the storm sewer permit requirements and Tree City requirements.

Council discussed the gas line work being done in the Village.

Ms. Urbach asked about the best location for a pop machine in the park. She said the bleachers need returned from the football field. She also mentioned that the Park Board would like a donation for the Easter Egg Hunt. Ms. Winkhart motioned to donate $250.00 to the Park Board for the Easter Egg Hunt. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $302,787.58. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
