Session 1, January 6, 2020
Mayor Robert Benson called the 1st Regular Session of Council to order on Monday, January 6, 2020. Prior to the Council meeting the Mayor gave Oath of Office to the new Council members. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Justin Cline, Liz Urbach, Joshua Smith and President Pro Temp Derek Netzly. Pat Winkhart was excused. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger, Zoning Inspector Jim Neely and John Walsh of GBC Design.
On the first order of business, Mr. Netzly motioned to open nominations for President Pro Temp for 2020. Ms. Urbach seconded. Cline yes, Urbach yes, Smith yes, Netzly yes. Four yes votes. Nominations opened. Ms. Urbach nominated Derek Netzly for President Pro Temp for 2020. Mr. Netzly moved to close the nominations. Ms. Urbach seconded. Cline yes, Urbach yes, Smith yes, Netzly yes. Four yes votes. Minutes approved. Daniel Rouse arrived to the meeting at 7:35 pm. SAFETY POLICE Police Chief Dennis Albaugh distributed the monthly and yearly report and Speed Sign Reports to council and reviewed same. Police Chief Dennis Albaugh requested the appointment of the following officers to the Navarre Police Department Auxiliary Unit for 2020: Patrolman Jason Crawford, Bryce Mohn, Scott Stamets and Jordan Starcher. Mayor Benson appointed them to the Navarre Auxiliary Police Unit and requested council’s consent. Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Five yes votes. Consent given. FINANCE Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the December financial statements and the bills and claims. Anne Johnson mentioned a Governmental Law Seminar will be held on February 29, 2020. ORDINANCE AND RESOLUTIONS Ordinance 27-2019, an ordinance enacting new sections 90.01-90.04 of Village Regulations, regarding animals at large, was given a third and final reading. Mr. Netzly offered, Ms. Urbach seconded Ordinance 27-2019 be placed in final passage. Cline yes, Urbach yes, Smith yes, Netzly yes. Four yes votes. Ordinance 27-2019 declared duly adopted. Ordinance 1-2020, an ordinance authorizing the transfer of funds, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 1-2020 and declared same to be an emergency. SOLICITOR Village Solicitor Attorney Terry Seeberger reviewed Prospect Industrial Park, Stark Board of Trade, Hendrickson and the Sterilite Street Extension Project for the new Council members. ZONING Village Zoning Inspector Jim Neely reported he approved twenty-three zoning permits for 2019. He reported that Canal Street Pub is moving forward with renovations. He said he is waiting for a response from the owner of the Feed Mill. STREETS AND ALLEYS Village Administrator Zachary Wisselgren would like to meet with the Street Committee in February to put a list of Streets together for 2020 paving. Christmas tree curbside pickup is going on through the end of January. The Street Department is going to try to get some asphalt this week for pot holes. The Village received $14,000.00 from the Municipal Road Fund. UTILITIES The Booster Station electric work continues. The EPA has enacted a new rule in which water systems collect data consisting of six metrics. This will be required to receive our license to operate. New water/sewer rates will be seen on the first complete billing cycle in the New Year. Louise Meyers, Navarre Cemetery Board. 2020 Council Committee assignments and Council Rules were distributed to Council. MISCELLANEOUS Mr. Netzly advised the new Council members need ordinance books, business cards and that new information cards need to be ordered. There is a need for a Buildings and Lands Committee Meeting to discuss new hand railing and steps at Village Hall. The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11am.
