Session 6, March 16, 2020
Mayor Robert Benson called the 6th Regular Session of Council to order on Monday, March 16, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Joshua Smith and President Pro Temp Derek Netzly. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Police Chief Dennis Albaugh, Police Sergeant Dave Bertman, Erie Valley Fire Chief Rick Annen, Village Solicitor Attorney Terry Seeberger, Zoning Inspector Jim Neely and Tia Cruise with friends and family.

Ms. Winkhart moved to approve the minutes of the 5th Regular Session of Council held on March 2, 2020. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Rouse abstained. Five yes votes. Minutes approved.

SAFETY FIRE
Fire Chief Rick Annen reviewed the February Monthly Report with Council. He advised the department had a good live fire practice yesterday and that the new truck is here. The truck is due to be put into service. He said the first meeting was held regarding a Disaster Plan for the Village and that a tabletop exercise is scheduled for July 28, 2020.

SAFETY POLICE
Police Chief Dennis Albaugh reviewed the February Monthly Report with Council. He reported the Hendrickson detail continues. He said the roof repair for the police station has been scheduled and that renovations are continuing with Lowe’s donations of materials. Police Chief Dennis Albaugh introduced Tia Cruise to Council.

MAYOR
Mayor Benson appointed Tia Cruise to the Navarre Police Department Auxiliary Unit and requested Council’s consent. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Mayor Benson gave Oath of Office to Tia Cruise.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register and the bills and claims.

SOLICITOR
Village Solicitor Attorney Terry Seeberger reviewed Ordinance 5-2020, a modification of Ordinance 17-2019. He stated the tax incentives will not take place until Hendrickson is at full start-up.

ORDINANCE AND RESOLUTIONS
Ordinance 5-2020, an ordinance amending Ordinance 17-2019, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 5-2020 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 5-2020, Ms. Winkhart moved, Ms. Urbach seconded rules requiring three separate readings of Ordinance 5-2020 be suspended. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Rules requiring three separate readings suspended.

Ordinance 5-2020, Mr. Netzly moved, Mr. Smith seconded Ordinance 5-2020 be placed in final passage. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance 5-2020 duly adopted.
STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported he has been getting quotes for the railing and concrete work to be done in front of Village Hall. He said the Street Department has been patching streets and they are also getting mowers ready.

UTILITIES
Village Administrator Zachary Wisselgren advised he has been working with Hendrickson on the fire flow through the Booster Station.

MISCELLANEOUS
Ms. Winkhart said she is starting plans for the Memorial Day Parade. She reported the Fairless Food Cupboard is not distributing food this month. She said the Fairless School District is distributing food to five locations in the school district.

Mr. Netzly said the Property Maintenance Committee met prior to the Council Meeting. They discussed work that will begin soon at the Feed Mill. They also discussed three properties in the Village that will be receiving a final notice before the case will be turned over to the Prosecutor. It was mentioned that some of the railcars that come through town contain petroleum, ethanol, butane and chlorine gas. Mr. Netzly suggested we support Stark Parks.

BILLS AND CLAIMS
Ms. Urbach moved to approve bills and claims in the amount of $71,055.30. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
