Session 14, August 3, 2020
Pat Winkhart called the 14h Regular Session of Council to order on Monday, August 3, 2020. Mayor Benson attended the meeting via Zoom and began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse and Joshua Smith. Derek Netzly was excused from meeting. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren and Chris Pekarek.

Ms. Urbach moved to approve the minutes of the 13th Regular Session of Council held on July 20, 2020. Mr. Smith seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes. Five yes votes. Minutes approved.

PUBLIC PARTICIPATION
Chris Pekarek reported that he has an issue that he would like to discuss with the Mayor. Mayor Benson advised he would meet with him tomorrow.

FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register, bills and claims and the July financial statements.

SOLICITOR
Village Solicitor Attorney Terry Seeberger said we are still waiting to hear about the Redbone Project for Prospect Industrial Park.

MAYOR
Mayor Benson reported that Bob Baltzly would like the Pittman Park Pavilion to be cleaned up of weeds and litter. He would like to donate gravel to put in the pavilion. Ms. Winkhart motioned to approve the donation and Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes. Five yes votes. Motion carried.

STREETS AND ALLEYS
Village Administrator Zachary Wisselgren advised street paving in the Village has been advertised.

UTILITIES
Village Administrator Zachary Wisselgren said lead and copper samples are being collected this month. He also reported the Utility Clerk would like the utility deposit collected from residents be increased from $90.00 to $100.00. Ms. Winkhart motioned to approve the increase and update the ordinance. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes. Five yes votes. Motion carried.


MISCELLANEOUS
Village Administrator Zachary Wisselgren reported he will be checking for fall tree sales to plant new trees where others were taken down. Zachary Wisselgren also questioned if we should sell our garages with a realtor and stated they would need to be appraised first. He also mentioned that the Altercare barn has been cleaned up.

Ms. Winkhart reported the St. Clements Sausage Sandwich Sale will be held August 14th and 15th. She also advised the YMCA is complaining about the old park equipment. The Park Committee should meet and review. Ms. Winkhart said that Navarre-Bethlehem Park looks much nicer since the weeds have been trimmed.

Ms. Urbach said the Navarre-Bethlehem Park is ADA compliant and that they are working with the Muskingum Water Shed to get plants for the park.

Mr. Smith said he visited Kiwanis Park and expressed the Park Committee needs to review the future plan for the park.

BILLS AND CLAIMS
Mr. Smith moved to approve bills and claims in the amount of $141,411.88. Mr. Cline seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes. Five yes votes. Bills and claims approved.
