Special Council Meeting October 26, 2020
Mayor Benson called a Special Council Meeting to order on Monday, October 26, 2020. Council of the Whole met prior to this meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Josh Smith and President Pro Temp Derek Netzly. Also present at the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Police Chief Dennis Albaugh, Police Sergeant David Bertman and Village Solicitor Attorney Terry Seeberger.

Mr. Netzly motioned, Ms. Urbach seconded to have the Solicitor prepare Ordinance 21-2020, an ordinance amending Village pay amounts. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Mayor Benson protests against excess of expenditures per ORC 733.33 if Council moves to increase amounts that cannot be justified as fair and impartial.

Village Solicitor Attorney Terry Seeberger explained to Council that Ordinance 22-2020 is needed to establish a Building Department and that Ordinance 23-2020 establishes the Building Department with Stark County. He further explained that Resolution 2020-14 authorizes the agreement with Stark County.

Mayor Benson reported the Police Chief is to receive a ten percent pay raise and all other full-time officers will receive an eight percent pay raise.

Ordinance 22-2020, an ordinance establishing the Village of Navarre Building Department, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 22-2020 and declared same to be an emergency. Mr. Smith seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance accepted.

Ordinance 22-2020, Ms. Winkhart moved, Mr. Smith seconded rules requiring three separate readings of Ordinance 22-2020 be suspended. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Rules requiring three separate readings suspended.

Ordinance 22-2020, Ms. Winkhart moved, Ms. Urbach seconded Ordinance 18-2020 be placed in final passage. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. Ordinance 18-2020 duly adopted.

Ordinance 23-2020, an ordinance requesting establishment of the Navarre Building Department with Stark County, to be passed as an emergency. Resolution 2020-14, a resolution authorizing an agreement with Stark County to enforce the Navarre Building Code for commercial and industrial buildings only. Ms. Winkhart offered and moved to accept Resolution 2020-14. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Resolution 2020-14 accepted.

Ms. Winkhart thanked the Village for getting Jacob Street repaired. She also said the auction of Village property went well today.

Ms. Urbach stated she appreciates our police force.

Mr. Netzly requested a Council of the Whole Meeting on November 2, 2020 at 6:00 pm to discuss the budget, pay raises, an income tax levy and a police levy.
