Session 19, November 2, 2020
Mayor Benson called the 19th Regular Session of Council to order on Monday, November 2, 2020. Council of the Whole and the Planning Commission met prior to this Council Meeting. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse, Josh Smith and President Pro Temp Derek Netzly. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Navarre Police Captain Chad Shetler, Detective Matt Amendola, Patrolman Tia Cruise and Patrolman Alec Hall with friends and family.

Ms. Winkhart moved to approve the minutes of the 18th Regular Session of Council held on October 19, 2020. Mr. Netzly seconded. Winkhart yes, Cline yes, Netzly yes. Urbach, Rouse yes, Netzly yes. Six yes votes. Minutes approved.

SAFETY POLICE
Captain Chad Shetler requested that Patrolman Alec Hall be appointed to the Navarre Auxiliary Police Unit. Mayor Benson appointed Patrolman Alec Hall to the Auxiliary Unit and requested Council’s consent. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes.


FINANCE
Clerk-Treasurer Anne Johnson gave Council a copy of the October financial statements, today’s check register and the bills and claims.


SOLICITOR
Village Solicitor Attorney Terry Seeberger reported that the size of the facility for the Red Bone Project has changed. A Job Creation Agreement and an Enterprise Zone Agreement similar to the Hendrickson agreements may be needed.


ORDINANCE AND RESOLUTIONS
Ordinance 21-2020, an ordinance amending Village employee salaries and wages with the changes that were discussed in the Council of the Whole meeting. Mr. Netzly moved to accept Ordinance 21-2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Motion carried. The first reading was given.


STREETS AND ALLEYS
Village Administrator Zachary Wisselgren reported that sidewalk slabs have been removed at St. Paul’s Church. He also stated that he would like to help some of the residents with sidewalks. He also advised that leaf pickup is in full swing.


UTILITIES
Village Administrator Zachary Wisselgren reported a service leak on Park Street that occurred on Friday. He also stated that the good weather will permit Village employees to be out this week filling some of the pot holes.


MISCELLANEOUS
The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am.

Zachary Wisselgren said the Street Committee needs to meet to determine what roads should be paved next year.

Ms. Winkhart read the Navarre Ohio Planning Commission Resolution. Also, she said an alley is to be vacated by the Fire Department. Village Solicitor Attorney Terry Seeberger will prepare two resolutions with the lot numbers. Ms. Winkhart also stated that Miller Pipeline is doing a good job with sidewalk repairs.

Mr. Rouse reported he toured the Hendrickson plant and was very impressed.

Mr. Smith advised he would like to set a rain date next year for Trick-or-Treat.

Mr. Netzly said he would like to have a Finance Committee Meeting on December 1, 2020 at 6:00 with Anne Johnson, Zachary Wisselgren and the department heads. He would like to put a plan together and discuss pay raises and an income tax increase. Lastly, he requested the cash balance, (which can be found on the monthly fund statement that was distributed at the meeting tonight).

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $137,197.81. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Smith yes, Netzly yes. Six yes votes. Bills and claims approved.
