Session 5, March 2, 2020
Mayor Robert Benson called the 5th Regular Session of Council to order on Monday, March 2, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Joshua Smith and President Pro Temp Derek Netzly. Daniel rouse was excused from the meeting. Also attending the meeting were Clerk-Treasurer Anne Johnson, Village Administrator Zachary Wisselgren, Village Solicitor Attorney Terry Seeberger and Zoning Inspector Jim Neely.

Ms. Winkhart moved to approve the minutes of the 4th Regular Session of Council held on February 17, 2020. Mr. Cline seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Minutes approved.

FINANCE
Clerk-Treasurer Anne Johnson gave council a copy of today’s check register, the February financial statements and the bills and claims.

ORDINANCE AND RESOLUTIONS
Ordinance 3-2020, an ordinance of appropriations for 2020, was given a third and final reading. Ms. Winkhart offered, Ms. Urbach seconded Ordinance 3-2020 be placed in final passage. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Ordinance 3-2020 declared duly adopted.

SOLICITOR
Village Solicitor Attorney Terry Seeberger stated that someone from the Erie Valley Fire Department should attend the Council Meetings.

MISCELLANEOUS
Ms. Winkhart distributed the minutes of the Street Committee Meeting. She reported that she received a complaint from a resident regarding Allman Court. She advised the Tree Committee needs to look at a tree that is leaning on Wooster Street, near Park Street. She said she attended the gas company meeting about the work that is being done in the Village. She also reported attending the Governmental Law Seminar, where she learned about the GIS System, Nuisance Abatement and the Stark County Law Library.

Ms. Urbach reported that a stump needs removed in the Navarre-Bethlehem Park. Ms. Urbach motioned to have Marcelli Lawn Care remove said stump at a cost of $150.00. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ms. Urbach said donations for the egg hunt can be dropped off at Village Hall. She also advised that Ohio Street has some cracking and needs sealant.

Mr. Netzly reported a meeting has been scheduled for next Monday to with Wheeling and Lake Erie Railroad to set up a Disaster Plan. He also said he has been working on a Transcon Grant with the Hazmat Representative from Wheeling and Lake Erie Railroad to develop a plan for the Village.

BILLS AND CLAIMS
Mr. Netzly moved to approve bills and claims in the amount of $137,003.26. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Bills and claims approved.
