Session 7, April 20, 2020
President Pro-Temp Derek Netzly called the 7th Regular Session of Council to order on Monday, April 20, 2020. State COVID-19 order requires six foot separation or use of a mask. President Pro-temp Derek Netzly began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Joshua Smith and President Pro Temp Derek Netzly. Also present at the meeting was Village Solicitor Attorney Terry Seeberger. Mayor Benson, Police Chief Dennis Albaugh and Council Member Liz Urbach attended the meeting virtually. Council Member Daniel Rouse was not in attendance.
Mr. Smith moved to approve the minutes of the 6th Regular Session of Council held on March 16, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Minutes approved. SAFETY POLICE Prior to the Council Meeting, Police Chief Dennis Albaugh distributed the Police Report to Council. FINANCE Prior to the Council Meeting, Clerk-Treasurer Anne Johnson placed the following items on the table for review: the bills, bills and claims, check registers for today and April 6, 2020, and the March financial statements. SOLICITOR Village Solicitor Attorney Terry Seeberger reviewed Ordinance 6-2020 and Ordinance 7-2020 with Council. MAYOR Mayor Benson will post information on the Village website on how to access the Council Meeting virtually in the future. President Pro-Temp Derek Netzly led a discussion regarding a request that was received from the Towpath Trail YMCA requesting funds for parking lot repairs. Ms. Urbach motioned to give $1,900.00 to the Towpath Trail YMCA for the repairs and Mr. Cline seconded. Cline yes, Urbach yes, Smith Yes, Netzly yes. Ms. Winkhart abstained. Four yes votes. Motion carried. ORDINANCE AND RESOLUTIONS Ordinance 6-2020, an ordinance approving modification of Hendrickson Job Creation Agreement, to be passed as an emergency. Mr. Smith offered and moved to accept Ordinance 6-2020 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Motion carried. Ordinance accepted. Ordinance 6-2020, Ms. Winkhart moved, Mr. Cline seconded rules requiring three separate readings of Ordinance 6-2020 be suspended. Ordinance 7-2020, an ordinance approving entering into a Community Development Block Grant agreement with Stark County Board of Commissioners, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 7-2020 and declared same to be an emergency. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes.
