Session 20, November 16, 2020
Mayor Benson called the 20th Regular Session of Council to order on Monday, November 16, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Daniel Rouse and President Pro Temp Derek Netzly. Josh Smith was excused from the meeting. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson and resident Matt Crum. Village Administrator Zachary Wisselgren and Navarre Police Chief Dennis Albaugh attended the meeting via Zoom.
Mr. Netzly moved to approve the minutes of the 19th Regular Session of Council held on November 2, 2020. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach, Rouse yes, Netzly yes. Five yes votes. Minutes approved. SAFETY POLICE Chief Dennis Albaugh reported there were two burglaries in the Village last week. He advised all to report any suspicious activity. He reviewed the monthly report and stated the grant is still to be determined for cruisers. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims. SOLICITOR Village Solicitor Attorney Terry Seeberger reported he will have three ordinances ready on December 7, 2020. He said one ordinance will be a replat of Prospect Park, dividing it into two lots. He advised there needs to be a Planning Commission Meeting on December 7, 2020 at 6:30 pm. The second ordinance will be an Enterprise Zone Agreement, with ten year property tax abatement. The third ordinance will approve a Job Creation Agreement. ORDINANCE AND RESOLUTIONS Ordinance 21-2020, an ordinance amending Village employee salaries and wages, was given a second reading. Mr. Netzly motioned to amend section 14A to increase the Auxiliary Police rates by 8%. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Netzly yes. Five yes votes. Motion carried. Ordinance 24-2020, an ordinance approving replat of the property owned by Jon Mercer, to be passed as an emergency. Ms. Winkhart offered and moved to accept Ordinance 24-2020 and declared same to be an emergency. Mr. Netzly seconded. Winkhart yes, Cline yes, Urbach yes, Rouse yes, Netzly yes. Five yes votes. STREETS AND ALLEYS Village Administrator Zachary Wisselgren stated he ordered drinking fountains for Village Hall, the Civic Center and the Waste Water Treatment Plant. He advised he is getting ready to plant ten new trees. He said leaf pickup continues in the Village with 68 loads thus far. He is looking into renting a lift to take down flags and put up Christmas decorations in the Village. He also said some new flags need to be ordered. UTILITIES Village Administrator Zachary Wisselgren reported a service leak on Hudson Street that occurred on Friday. Also, he is changing the chlorine tank at the Water Treatment Plant. MISCELLANEOUS Ms. Winkhart advised she would like the Civic Center sign changed to reflect the Fairless Food Cupboard on Thursday November 19th from 10am to noon. She also reported receiving a complaint regarding mowing at the cemetery. She said the Towpath YMCA can’t have the recycle bins in their parking lot and that they would like to meet with the Navarre Park Board to discuss a proposal. Ms. Urbach stated she received four applications for the Navarre CARES for small businesses. Mr. Cline said he heard about the burglaries and he said he informs the police when he will be out of town. He also stated that he appreciates the service provided by our Officers. Mr. Netzly gave thanks to the employees for doing their jobs and hopes everyone has a Happy Thanksgiving. BILLS AND CLAIMS Mr. Netzly moved to approve bills and claims in the amount of $56,898.55.
