Session 15, August 17, 2020
Mayor Benson called the 15th Regular Session of Council to order on Monday, August 17, 2020. Mayor Benson began the meeting with a prayer and led the Pledge of Allegiance. Members answering roll call were Pat Winkhart, Justin Cline, Liz Urbach, Joshua Smith and President Pro Temp Derek Netzly. Daniel Rouse was excused from the meeting. Also present at the meeting were the Village Solicitor Attorney Terry Seeberger, Clerk-Treasurer Anne Johnson, Navarre Police Chief Dennis Albaugh, Erie Valley Fire and Rescue Chief Rick Annen and Village Administrator Zachary Wisselgren. Ms. Winkhart moved to approve the minutes of the 14th Regular Session of Council held on August 3, 2020. Ms. Urbach seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes. Netzly abstained. Four yes votes. Minutes approved. FINANCE Clerk-Treasurer Anne Johnson gave Council a copy of today’s check register and the bills and claims. SAFETY POLICE Police Chief Dennis Albaugh distributed the monthly Police Report. He stated we are complying with the requests of the Ohio Collaborative Board. He reported the two oldest cruisers are out of service. He is waiting to hear about a grant for two new cruisers. He said he is getting stuff together for an auction including the two cruisers. Mr. Netzly said he would to see pay increases for the Police Department. SAFETY FIRE Chief Rick Annen distributed the monthly Fire Report to Council. There will be an Awards Ceremony on September 14th at 6:00 pm with social distancing guidelines. Chief Annen reported there will be a replacement levy on the ballot for the November election. He stated he is currently working on a dog rescue class and collaborative training with Beach City, Wilmot, Brewster and Strasburg Fire Departments. ORDINANCE AND RESOLUTIONS Ordinance 14-2020, an ordinance amending residential water and sewer deposits. Mr. Netzly moved to accept Ordinance 14-2020. Ms. Urbach seconded. Ordinance 15-2020, an ordinance approving amendment of contract for Sterilite Street Extension Project, to be passed as an emergency. Mr. Netzly offered and moved to accept Ordinance 15-2020 and declared same to be an emergency. Ms. Winkhart seconded. Winkhart yes, Cline yes, Urbach yes, Smith yes, Netzly yes. Five yes votes. Resolution 2020-7, a resolution authorizing disbursement to Stark Board of Trade pursuant to Cooperative Development Agreement. Mr. Smith offered and moved to accept Resolution 2020-7. SOLICITOR Village Solicitor Attorney Terry Seeberger reported he received a request for a copy of the new set back ordinance for the Red Bone Project. He said we are still in the running for a potential new business in Prospect Park. He advised there is potential for tax increment financing project #2 for the purpose of taking Sterilite Road to Fohl Road. An ordinance may be ready for this by the September 21, 2020 meeting. MAYOR Mayor Benson advised he would like to annex four properties near the Navarre-Bethlehem Park. He said he would like to annex some rural property for residential development. STREETS AND ALLEYS Village Administrator Zachary Wisselgren reported that some alleys in the Village have been patched. He said bids will be opened for paving on August 25, 2020 at 2:00 pm. The streets will be swept in the Village on August 26, 2020. UTILITIES Village Administrator Zachary Wisselgren said hydrants will be flushed in the Village September 8 through September 11, 2020. MISCELLANEOUS The yard waste pit at the Waste Water Treatment Plant is open Monday – Friday from 7:30am to 3pm, weekends and holidays from 8:30 am to 11 am. Zachary Wisselgren said he will speak to a realtor about selling the Bonsel Street and garage properties. Mr. Smith reported that Navarre is considered no public access and parking for the Tuscarawas River, but people do access the river at multiple sites depending on the level of the river. Mr. Netzly advised there is no Council Meeting scheduled for September 7, 2020 as that is Labor Day. He said the next Council Meeting will be held on September 21, 2020 and again he said he would like to see pay increases for the Police Department.
